持牌小販(包括固定攤位小販和流動小販)的數目逐年下降。截至二零一零年年底，本港共有7 171名持牌小販。當局就小販發牌政策檢討的建議徵詢持份者和立法會食物安全及環境衞生事務委員會的意見後，本署會重新簽發指定數目的特定類別的小販牌照予有意經營者。這些牌照包括61個新流動小販(冰凍甜點)牌照、就街上空置小販攤位發出的218個固定攤位(其他類別)小販牌照、八個固定攤位(擦鞋)小販牌照，以及八個售賣煙草和其他乾貨的固定攤位(其他類別)小販牌照。
