2003年12月举行了第28届红十字与红新月国际大会上，不仅各国红十字会和红新月会到会，而且《日内瓦公约》的所有缔约国也都参加了大会。该次大会确认了其对前述目标的承诺。与会各方一致通过了《人道行动议程》，它们承诺，“尊重和恢复那些因武装冲突或其他武装暴力局势而失踪之人以及他们家人的人格尊严”，并为实现此目标而采取各种措施。一份有关各国在此方面所采取措施的报告将被提交给下一届红十字与红新月国际大会。
