V nadcházejícím legislativním období bude Unie čelit tomu, že bude muset sloučit dva základní požadavky: solidaritu s novými členskými státy a podporu strukturálního rozvoje současných méně privilegovaných regionů. Budoucí politika soudržnosti bude muset brát v úvahu sociální podmínky a podmínky zaměstnanosti v těchto regionech a ovlivňovat ostatní lokální politiky.

Práce v domácnosti má přitom mnohá specifika, která se pro ženy mohou stát potenciálně nebezpečná. Především je stále přehlížena a podceňována, jelikož byla dlouhou dobu považována za „tradičně ženskou“, neplacenou činnost. Jedná se o práci, která je na jednu stranu veřejnou aktivitou, na druhou stranu se odehrává v soukromém prostředí. To znamená, že ač jsou pracovní podmínky určeny zákonem, jejich kontrola a vymahatelnost práv v praxi je velmi obtížná. Typické jsou například neplacené přesčasy. Nedodržování pracovních podmínek, ponižování, společenská izolace, ale i fyzické a psychické násilí jsou rizika, která ženám zaměstnaným v domácnostech hrozí. Kamenem úrazu je však situace, kdy se výše jmenované hrozby stanou skutečností a cizinky mají velmi omezené možnosti, jak se bránit.
