Acetic anhydride (169) is an important precursor used in the illicit manufacture of heroin. Operation Topaz is an international initiative to monitor licit trade in acetic anhydride and to investigate methods and routes of diversion (INCB, 2006b). There is considerable licit trade in acetic anhydride, making it difficult to control. This is illustrated by the fact that, since 2001, 22 exporting countries/territories have provided 7 684 pre-export notifications to the INCB involving over 1 350 000 tonnes of acetic anhydride. Seizures in Turkey (1 600 litres in 2004) have significantly declined in recent years, perhaps indicating that traffickers have developed new routes and methods of diversion. In 2004, for the first time, seizures in Europe (Bulgaria) were identified as having come from South-west Asia (INCB, 2006b).

Azijnzuuranhydride (169) is een belangrijke precursor die wordt gebruikt bij de illegale productie van heroïne. Operatie Topaz is een internationaal initiatief om de illegale handel in azijnzuuranhydride te volgen en verspreidingsmethoden en -routes te onderzoeken (INCB, 2006b). De illegale handel in azijnzuuranhydride is omvangrijk en daardoor moeilijk te controleren. Dat blijkt wel uit het feit dat sinds 2001 22 exporterende landen/regio’s 7 684 voorafgaande kennisgevingen van uitvoer bij het INCB hebben ingediend voor ruim 1 350 000 ton azijnzuuranhydride. De vangsten in Turkije (1 600 liter in 2004) zijn in de afgelopen jaren aanmerkelijk afgenomen, wat er mogelijk op wijst dat de handelaren nieuwe verspreidingsmethoden en -routes hebben ontwikkeld. In 2004 zijn in Europa (Bulgarije) voor de eerste keer vangsten van partijen uit Zuidwest-Azië gemeld (INCB, 2006b).
