The European Cultural Foundation launched the action-line "Enlargement of Minds' to discuss the cultural consequences of the European enlargement. After seminars on the Balkans (Amsterdam, June 2003) and Eastern Europe (Krakow, October 2003), North-South relations were the main topic in Toledo, with the aim of proposing a set of concrete recommendations for actions and tools needed for an improved cross-border collaboration.

De vraag is echter of 'het nieuwe Europa' wel aan de orde is in het Middellandse Zeegebied? Is de impact van de uitbreiding op culturele samenwerking met de zuidelijke buren niet een 'non-issue'? Binnen de huidige complexe internationale context staan muren en oorlogen mobiliteit immers in de weg, terwijl aan de andere kant elke dag mensen op krakkemikkige bootjes 'fort Europa' proberen binnen te komen.

De Europese Culturele Stichting hoopt met het 'Enlargements of Minds'-programma de culturele consequenties van de uitbreiding van de Europese Unie bespreekbaar te maken. Na eerdere seminars over de Balkan (Amsterdam, juni 2003) en Oost-Europa (Krakow, oktober 2003), stonden in Toledo de Noord-Zuid-verhoudingen centraal. Het doel was om tot een aantal concrete aanbevelingen en voorstellen te komen, die de grensoverschrijdende culturele samenwerking moeten gaan bevorderen.

GrensWerte was started in 2009, financed via resources from the European INTERREG IV A-programme Germany-The Netherlands for cross-border collaboration. GrensWerte’s mission is to build up a lively and cross-border communication inthe EUREGIO through unique arts and culture projects. Additionally, GrensWerte works towards raising the profile of the EUREGIO as an exciting cultural space that also attracts attention outside its borders.

In 2009 werd GrensWerte opgezet, gefinancierd met middelen uit het Europese INTERREG IV A-programma Duitsland-Nederland voor grensoverschrijdende samenwerking. GrensWerte wil met behulp van buitengewone kunst- en cultuurprojecten een levendige en grensoverschrijdende communicatie in de EUREGIO opbouwen. Daarnaast werkt GrensWerte er aan, dat de EUREGIO zich profileert als een spannende culturele ruimte, die ook buiten haar grenzen de aandacht trekt.

A lot of attention has gone as well to the construction of an international network. A cross-border collaboration seems urgent because of the characteristic problems related, amongst others, to the archiving and conservation of audiovisual arts, the still relatively recent local expertise, the need of feedback from colleagues, the limited financial resources in the sector and the small scale of Flanders. Extending this international network was an important motivation for PACKED vzw to participate in the European project ATHENA (2008-2011) and to engage in a close collaboration with the Nederlands Instituut voor Mediakunst (NIMk/Netherlands Media Arts Institute).

De uitbouw van dit internationale netwerk lag mee aan de basis van de participatie van PACKED vzw in het Europese project ATHENA (2008-2011) en een nauwe samenwerking met het Nederlandse Instituut voor Mediakunst.
