The Marrakech Process is a global multi-stakeholder process to promote sustainable consumption and production (SCP) and to work towards a ‘Global
Framework
for Action on SCP’, the so-called

Framework
of
Programmes
on SCP. UNEP and UN-DESA are the leading agencies
of
this global process, with an active participation
of
national governments, development agencies, private sector, civil society and other stakeholders.

The Marrakech Process has developed various mechanisms for consultation and implementation of projects, initiatives and strategies on SCP. These include the organization of high-level international and regional expert meetings, the creation of seven Task Forces focusing on specific themes of SCP, the development of a cooperation dialogue through the organization of a business and industry forum, as well as a NGO forum.

The 19th session
of
the Commission on Sustainable Development (CSD) took place on 2-13 May 2011. An agreement had been reached by member states on the
10
-
Year
Framework
of
Programmes
on Sustainable Consumption and Production (SCP) that included an open and illustrative list
of
programmes
, including a programme on sustainable public procurement. However last minute disagreements on other themes and political issues prevented the adoption
of
a decision by the CSD, including the agreed section on the 10YFP. Although there was no formal decision adopted, the substantive content
of
the 10YFP text that was agreed by all groups at CSD 19 was very encouraging, showing broad support for the establishment
of
this
framework
and for an associated voluntary trust fund.

La première phase du projet APD prendra fin en novembre 2011. Le PNUE prépare activement la prochaine phase qui devrait nous permettre de changer d’échelle dans le soutien à la mise en œuvre des APD. Nous prévoyons également le lancement d’une initiative internationale sur les APD qui permettra de mieux coordonner les activités des principaux acteurs des achats durables (gouvernements, villes, du secteur privé, agences des Nations Unies, Banques de développement, les organisations d'experts, etc.).
