If I, for example, have to cooperate with Canadian, American, Russian, and Norwegian coast guards—just to mention some of the organizations that are needed on the operational side of the house—we have to have politicians from each and every one of our countries talking to each other in a decent language, if you catch my drift. I think the first prerequisite to establishing an operational collaboration between the five states up there is that the politicians act towards each other the way they agreed to in the Ilulissat Declaration, because then it's much easier for us to meet and greet and agree on how we then deal with the operational and practical challenges that we face.

Guy Hermet, former director of the Centre for International Studies and Research (CERI), is interviewed by Thomas Wieder. He is worried to see democracy undermined by a new technical and misleading language. "When confusion is created in words, people are 'disinformed', their critical faculties are leeched. I, for example, despite being very pro-European, am struck by the vocabulary distilled in EU decision making circles: there is talk of 'governance' rather than 'government', and of 'social adjustments' to euphemise what in fact leads to the dismantlement of the welfare state. Basically, this is an anaesthetizing lexicon that tends to depoliticize and mask the conflicting character of reality. The consequence is an impoverishment of thought. And yet real democracy rests on the population's decision-making capacity. In order to make choices it needs to be able to see clearly. Most importantly we need to retrieve the ability to resist that words provide."

I, for example, use a cloud-based app to share photos and files with my family and friends. The license terms state that the app is free for personal use. So, what happens when I share information from my private cloud space with one of my colleagues using a public Wi-Fi hotspot? Not only am I exposing my employer to the risk of data leaks by using an insecure network, I am breaching the T&Cs of the software agreement. A deeper investigation of the T&Cs reveals that if more than a dozen people within my organization start using the app to share information, my employer is liable for a business license for each user. But neither my CFO, nor the IT department will be aware of this liability until an audit is a fact (read more in our blog on Managing mobile device usage agreements).

9 Editor’s Note: An Office that has made a transitional reservation under Section 703(f) has to comply with other applicable provisions of Part 7 and Annex F, including Section 703(b)(i). For example, Section 713(b) would require compliance with Annex F as to the electronic packaging of documents transmitted from the receiving Office to the International Bureau. That would be the case even if the international application itself as filed with the receiving Office did not, pursuant to a transitional reservation by the Office under Section 703(f), comply with the requirements of Section 703(b)(iii) and Annex F, section 5.2.1, as to electronic packaging. Moreover, an applicant who filed an international application with a receiving Office which has made a transitional reservation under Section 703(f) as to the application of Section 703(b)(iii) would not have to comply with Annex F as to PKI-based electronic packaging of the application. However, any subsequent communications in electronic form between the applicant and the International Bureau, the International Searching Authority or the International Preliminary Examining Authority would have to comply with Annex F.

The determination of whether a particular amount paid or credited to a non-resident for services performed constitutes a management or administration fee or charge should be made on the basis of the nature of the services performed. If no identifiable services have been performed for amounts billed as management or administration fees or charges, see 11 below. Amounts paid for services actually performed, which may casually be described as management fees but in substance are for something else which can be identified, will not be subject to non- resident tax under paragraph 212(1)(a) nor will they be excluded from it by subsection 212(4). Such amounts may, however, be subject to non- resident tax under provisions of Part XIII other than paragraph 212(1)(a), or the amounts may be taxable under Part I. For example, a payment to a non-resident for the use of a right or invention, or for information concerning commercial or scientific knowledge may be subject to non-resident tax under paragraph 212(1)(d). Where the ordinary course of the business of a non-resident includes the service of providing management advice in Canada, a fee for such services may be subject to tax as income earned in Canada under Part I. A salary paid or credited to a non-resident person is not considered a management or administration fee or charge but it may, nevertheless, be subject to Part I tax.

I have found that working in clay, working in painting and working with prints (printmaking) are all three very connected in terms of …they are very physical and very tactile. Or at least the way that I approach them is very tactile, you know making and etching, working with the etching plates and so forth. It is a very hands-on kind of activity. Working with clay of course is really really hands-on and really physical, you know. You have to wedge the clay, you have to build the structures and so forth. And then painting the way I approach it is also very tactile where areas are masked out, and paint is sort of slathered on thickly, or I drag a comb through it, or I flick it on with a toothbrush, and all of those kinds of things that give a great deal of texture and physicality to the surface of the picture so that it’s really a temptation always to run my hands or run my fingers over the surface of the paintings. That’s really what I like to do when I finish them. And even thinking further about that, we’re talking about…some specifically at one point I thought about how could I get these paintings to be even more physical, even more tactile. And I started to think about how to include things and how to glue things. I, for example, used window screen, you know in windows. So when I want to simulate how to make a window with a screen door, or make a screen door, what I discovered is I could actually just glue some window screen directly onto the canvas. Or some time ago, a number of years ago in one of the paintings that you are talking about specifically, I was thinking about how to make weather right…so weather is always a good excuse for making a painting. So I had come to the conclusion that what I would like to try and do do is try to make rain physically on the painting. So I came up with the idea that if I sort of glued nails in a directional kind of way onto the surface of the painting, it would simulate rain falling. And I made a number of paintings where I just literally glued nails onto the surface of the painting to simulate rain. I also on one occasion made a painting where I wanted to simulate hail. I had these little lead pellets right, so I went through the whole thing of painting them white and getting them very nice and then I glued them all over the surface of the painting. Well it ends up that the painting looks like it’s got a bad case of pimples, but I like the effect anyways… it worked out really neat. So I’ve done that…any ways to

J’ai trouvé que l’argile, la peinture et la gravure sont trois moyens d’expression qui ont des points communs, en ce sens qu’ils sont physiques et tactiles. Ou tout du moins, c’est la manière dont je les aborde. Je construis, je grave, je manipule les plaques de gravure. Je mets la main à la pâte. C’est aussi le cas pour l’argile, C’est un travail vraiment physique car il faut malaxer l’argile, il faut monter les structures. Je fais aussi mes tableaux d’une manière tactile. Je cache certaines parties, je mets des couches de peinture très épaisses, je passe un peigne dedans, ou bien je me sers d’une brosse à dents pour éclabousser ma toile et toutes les choses qui donnent de la texture et du relief au tableau. Je suis même parfois tenté de passer la main ou les doigts sur la surface. Et pour continuer sur cette idée, à un moment je me suis demandé comment rendre ces tableaux encore plus physiques, encore plus tactiles. Alors j’ai commencé à réfléchir à la manière d’incorporer des objets, et de les coller. Par exemple, je me suis servi de grillage-moustiquaire, ce qu’on met sur les fenêtres. C’est pourquoi quand je veux représenter une porte avec une contre-porte à moustiquaire, et bien j’ai découvert que je pouvais coller directement du grillage sur la toile. Voici un autre exemple pour un des tableaux dont vous parlez : je pensais à la manière de rendre correctement le temps parce que le temps est toujours une bonne excuse pour faire un tableau. J’en suis arrivé à la conclusion que ce que je devais faire, c’était de mettre de la pluie sur la toile. Je me suis dit que si je collais des clous dans une certaine direction sur la surface de la toile, on aurait l’impression de voir de la pluie tomber. Et j’ai fait plusieurs tableaux où c’est ce que j’ai collé sur la toile. J’ai aussi fait un tableau où je voulais montrer de la grêle. J’avais des petits plombs que j’ai peints en blanc, que j’ai arrangés et que j’ai collés. En fait, on dirait que le tableau fait de l’acné mais j’aime tout de même l’effet que cela rend… c’est chouette. J’ai fait tout cela … j’ai tout essayé pour rendre les choses plus tactiles, plus physiques
