This book is the second volume of the proceedings of the highly successful AFIS Conference held in University College Cork in May 2009 entitled “France, Ireland and Rebellion”. The first volume dealt with the literary aspects of the matter, whereas this tome concentrates on historical material. It is the ambition of the authors to explore the upheavals which marked the late eighteenth and nineteenth centuries in both Ireland and France that had a deep and long-lasting impact on Franco-Irish relationships, both in terms of how each nation viewed itself and of the ideological influence of this interaction between the two countries. The book is consequently divided into two sections. In the first part, the authors analyse major events that affected both nations, from the 1798 United Irishmen uprising to the 1848 rebellion and the perception of the Franco-Prussian war in 1870-71. The second part focuses on how the representations of revolt may affect and influence attitudes and/or bring about transformations. It conforms to criterion (iii) while the building of the Grand Canal has exercised a huge and profound influence on the security and reunification of the Chinese nation, economic development and growth, innovation and advancement in science and technology, cultural fusion and prosperity, and in particular on the positive evolution of civilization in China. Thus, it has been a cultural heritage of enormous value and an emblem of the Chinese nation. As for criterion (iv), the Grand Canal is an outstanding architectural establishment or an exemplary project with its own characteristics, and a symbol of important engineering achievements of the human being during a certain period of time (from 486 B.C to 611 A.D.). In Yuan, Ming and Qing Dynasty, the organizations in charge of the Grand Canal were all located here, which was regarded as the difficult and important point of the canal management. Therefore, after this section of Canal was opened, many sluice gates were built in the main course. In order to guarantee the water transportation, the auxiliary Canal-aiding projects of Wenhe and Sihe Rivers Canal were built in Yuan Dynasty; Nanwang Water Project which used water facilities to adjust the water flow of the canal so that transport could e controlled. All of these are of great scientific, historic and artistic value. Especially for Nan Wang Water Project, in the beginning of the Republic of China, Fang Weiyin, an American expert in water conservancy, said with admiration, "This project can be regarded as a great works in the 4th or 5th century at the beginning of engineering. And it is the achievement of wisdom and improvement of ancient people. At the sight of it we have to have boundless respect and admiration." On either bank of the Canal, there are many humane landscapes and inscriptions closely connected with the Grand Canal, which are of profound cultural connotation, such as the inscription "Da Yuan Xin Kai Hui Tong He Ji". In a word, the section in Shangdong Province is a very important part of the Grand Canal. And its value applies to criteria (i), (iii) and (iv) for being listed in the World Cultural Heritage.

There has also been a significant divergence between sector reform agendas and efforts to develop national ICT policies in recent years. Sector reform efforts failed to recognise the implication of integrated ICT policies, while national ICT strategies fell short of capitalising on ICT sector reform efforts for creating competitive environments for affordable access. The deviation between the two routes and failure to integrate policy objectives for affordable access with that of application and content was one of the major shortcomings of policy processes over the last decade. Policy and managerial capacity: There is a significant lack of policy and managerial capabilities in developing countries that has often resulted in inadequately planned and executed ICT projects. On one hand, there is a lack of demonstrated benefits from ICTs in addressing ground-level development challenges. On the other hand, there has been a significant focus on pilot projects that were unable to scale up and make a significant long-lasting impact. This has been exacerbated by the lack of par- ticipation by poor and pro-poor groups in public policy and decision-making pro- cesses. A focus on ICT-based solutions by technology experts means that informa- tion and knowledge that arise in poor communities are often ignored. The absence of adequate financing is another challenge to pro-poor ICT access. Donor funding has been the main source of financing for ICT initiatives in most coun- tries, but a few donor-funded projects have proven to be self-sustaining once extern- al assistance (financial and material) has run out.

Politiques et compétences en matière de gestion : Le manque de politiques et de compétences en matière de gestion dans les pays en développement a souvent conduit à des projets de TIC mal planifiés ou exécutés de façon incorrecte. D’un côté, on manque de preuves sur les bénéfices des TIC envers le développement de base, mais d’un autre côté, on s’est beaucoup intéressés à des projets pilotes impossibles à généraliser ou qui ne pouvaient pas avoir d’effets durables. Cette situation a été exacerbée par le manque de participation des pauvres et des groupes pro-pauvres dans les processus publics de décision et d’élaboration de politiques. Lorsqu’on ne re- tient que les solutions de TIC proposées par les experts de la technologie, on ignore souvent l’information et le savoir provenant des communautés pauvres. L’accès pro-pauvres aux TIC est également confronté à l’absence de financement adéquat. Dans la plupart des pays, les initiatives de TIC sont fondamentalement fi- nancées par des donations, même si quelques projets originellement basés sur des donations ont réussi à être autosuffisants lorsque l'aide externe (financière et maté- rielle) s'est épuisée.

Acts of nuclear terrorism constitute one of the most serious security concerns for our planet. This threat has fortunately not materialized so far. Nevertheless the mere possibility of such an act calls for great vigilance and further action. A nuclear terrorist attack would be an act of utmost barbarity with, as we all know, catastrophic consequences from a humanitarian point of view. Such a humanitarian disaster would be further exacerbated by a long-lasting impact on the environment and also have profound consequences on the global economy and therefore on employment and prosperity of our societies. Our world is already sufficiently unstable; we cannot allow such a threat to materialize. We must therefore reaffirm our commitment to prevent and suppress nuclear terrorism. Let me briefly highlight, from a Swiss point of view, the areas where we need to reinforce our collective action.
