Mr. Gary Lunn: You have to appreciate that we received some very passionate testimony from the Inverhuron & District Ratepayers' Association about their frustrations. Of course, as you are aware, they took this to court and you challenged them all the way through. The judge even stated that it's not for the judge to decide which projects are to be authorized as long as they follow the statutory process. In other words, they were technically within the law, so the judge had no option but to rule in your favour and actually award costs against the ratepayers' association.

On peut donc aisément imaginer le degré de frustration de ces contribuables qui tentent d'obtenir davantage de renseignements et d'analyser de près le processus. Je poserai ma question dans quelques instants. Ces contribuables tentent d'être appliqués et de s'assurer que l'on respecte le niveau de sécurité approprié. Ils font examiner la question par un tribunal, par un organisme financé par le gouvernement fédéral—j'apprécie d'ailleurs le principe du recouvrement des coûts—et on les oblige en outre à payer les frais. C'est de là que vient ma question. Vous avez dit qu'une période de 50 ans représentait le court terme et je reconnais que c'est peut-être exact en ce qui concerne le stockage de déchets nucléaires, mais pour moi, c'est une longue période, parce que je ne serai probablement plus là dans 50 ans.

Despite his preoccupation with insurance, McCabe was involved in other activities. Consistent with his interests in Florida were the properties he owned throughout Ontario, among them a summer home and a fruit-farm near Bronte (Oakville), which he bought in 1886. In religion he was an Anglican. He rose to the office of district deputy grand master within the masonic lodge, and for several years was governor of the Victoria Industrial School for boys in Mimico (Toronto). A Liberal, he was active in the politics of municipal reform in the mid 1890s as a leading member of the Ratepayers’ Association.

McCabe en fut le premier administrateur délégué, poste qu’il occuperait jusqu’à sa mort. Pour se distinguer des sociétés établies, la firme adopta une nouvelle stratégie commerciale. Elle promit des règlements dans les 24 heures de la preuve du décès et fit la promotion d’une assurance « industrielle » qui offrait une protection modeste contre des primes échelonnées en versements. Elle introduisit également les tontines, type d’assurance payable sous forme de rente viagère aux membres d’un groupe, qui obtinrent la faveur de la classe aisée de Toronto. Dans l’ensemble, la stratégie s’avéra fructueuse et la firme se trouva bientôt dans le peloton de tête des compagnies d’assurance canadiennes.

The Commission’s proposed boundaries for the electoral district of Davenport were supported by the sitting Member of the House of Commons, Mr. Charles Caccia. These changes would have extended the eastern boundary from Dovercourt Road to Ossington Avenue, between the Canadian Pacific Railway line and Dundas Street West. But the Commission also heard criticism from others that its proposal to move all of the territory south of Dundas Street West into other electoral districts would divide communities of interest. Concerns expressed were that by using Dundas Street West as the southern boundary, a large part of the Portuguese community was excluded from the Davenport electoral district. The Commission has responded to this concern and is reverting to the existing southern boundary. A different concern with the proposed boundaries of Davenport, expressed by the Silverthorne Ratepayers’ Association and their federal Member of the House of Commons, Mr. Alan Tonks, was that the northwest boundary divided the Silverthorne community. To address this problem, the Commission has reverted to the current northern boundary, placing the Silverthorne community in YORK SOUTH–WESTON. The population of DAVENPORT is 111,705, YORK SOUTH–WESTON is 114,539 and TRINITY–SPADINA is 106,094.

Le député fédéral M. Charles Caccia était d’accord avec les limites proposées par la commission pour la circonscription de Davenport. La limite est aurait été étendue du chemin Dovercourt à l’avenue Ossington, entre la voie ferrée du Canadien Pacifique et la rue Dundas Ouest. Mais d’autres ont critiqué le projet de la commission d’intégrer tout le territoire situé au sud de la rue Dundas Ouest à d’autres circonscriptions, faisant valoir que ce changement diviserait des communautés d’intérêts. On s’inquiétait notamment du fait que, en utilisant la rue Dundas Ouest comme limite sud, on exclurait une grande partie de la communauté portugaise de la circonscription de Davenport. La commission a tenu compte de cette préoccupation, et rétablit la limite sud en son état actuel. Toutefois, les membres de l’Association des contribuables de Silverthorne et leur député fédéral M. Alan Tonks se sont plaints que la limite nord-ouest proposée pour Davenport diviserait la collectivité de Silverthorne. La commission a donc rétabli la limite nord actuelle, plaçant la collectivité de Silverthorne dans YORK-SUD–WESTON. La population de DAVENPORT est de 111 705 habitants; celle de YORK-SUD–WESTON est de 114 539 habitants; et celle de TRINITY–SPADINA, de 106 094 habitants.
