À la même réunion de la mise en oeuvre, le CICR a aussi eu le privilège de présenter un rapport introductif à l'ouverture du débat consacré à la mise en oeuvre du droit humanitaire ; l'intérêt manifesté pour le droit humanitaire et pour sa mise en oeuvre, dans ce débat particulier mais tout au long des travaux de la réunion, est de très bon augure. Le CICR tient à remercier une nouvelle fois l'OSCE et son BIDDH de ces deux temps forts et réitère son appui à l'idée de traiter de la mise en oeuvre du droit humanitaire lors de prochains séminaires ou réunions supplémentaires de la dimension humaine. Un angle d'approche possible est bien sûr celui de la répression des crimes de guerre, y compris par le mécanisme nouveau que représentera la Cour pénale internationale. Le CICR s'est fortement impliqué dans les travaux préparatoires du Statut de la Cour et continue de s'investir en promouvant activement la ratification et la mise en oeuvre du Statut par les États.
