Il signale plutôt que le passage correspondant de la version française apparaît ailleurs dans l'article et n'a pas le même sens que dans la version anglaise. La conclusion que le gouvernement semble tirer des écarts de sens entre les deux versions du paragraphe est que le membre de phrase en question ne signifie rien et qu'on peut l'ignorer. Il ne dit rien de l'engagement pris par un ancien ministre de modifier la version française du paragraphe 4(1) de manière à ce qu'elle ait le même sens que la version anglaise.
