In Germany the main responsibility for implementation lies with the federal states. To support the implementation of species conservation efforts, a series of three workshops (2014-2016) shall help to facilitate the dialogue between representatives of administration bodies and experts of other stakeholder groups involved in implementation and management.

The Cottbus-Nord open-cast mine has been in operation since 1975, and will continue to operate for some years yet. It is one of the four active open-cast mines still remaining in Lusatia. Four communities with about 900 inhabitants were destroyed to create it, including the village of Lakoma, which was a suburb of Cottbus. At the end of the nineteen-eighties, after the village’s inhabitants moved out, political changes created the hope that the community and the protected Lakomaer Teichlandschaft landscape area would be preserved. In 1992, environmental activists occupied the village; over the years, they attracted a lot of media attention and acquired transitional use agreements for the site from the city of Cottbus. When the state of Brandenburg submitted the Teichlandschaft, with its remarkable species diversity, to the EU as a Flora-Fauna-Habitat (FFH), a long-term future seemed possible. But after a protracted legal tug-of-war, the village and the FFH area were finally destroyed in 2007. Lignite will continue to be mined here until 2015.

Seit 1975 ist der Tagebau Cottbus-Nord im Betrieb und er wird es noch einige Jahre sein. Damit ist er einer von vier Tagebauen, die in der Lausitz noch aktiv sind. Vier Ortschaften mit rund 900 Einwohnern mussten ihm weichen, zuletzt das zu Cottbus gehörende Dorf Lakoma. Nach dem Wegzug der Dorfbevölkerung Ende der 1980er Jahre gab es aufgrund der politischen Wende wieder Hoffnung, dass der Ort und das angrenzende Landschaftsschutzgebiet Lakomaer Teichlandschaft erhalten bleiben könnten. 1992 besetzten Umweltaktivisten das Dorf und bekamen in den darauffolgenden Jahren Zwischennutzungsverträge durch die Stadt Cottbus und viel mediale Aufmerksamkeit. Als das Land Brandenburg 2003 die außergewöhnlich artenreiche Teichlandschaft als Flora-Fauna-Habitat-Gebiet (FFH) an die EU meldete, schien ein dauerhafter Erhalt möglich. Doch nach langem juristischem Tauziehen wurden das Dorf und das FFH-Gebiet 2007 endgültig beseitigt. Bis 2015 wird hier Braunkohle gefördert werden.

Prior to this planned trial near Swisttal, the Robert-Koch Institute (RKI), the authority responsible, has approved since July 1998 the release of transgenic rapeseed in 54 locations. All locations have been posted on the internet, including a description of the intended use. A spokesman for the RKI in an interview with BioSafety explained that the location in Swisttal had been investigated for its suitability. The nearby area proposed as a nature sanctuary according to the European Flora-Fauna-Habitat (FFH) guidelines was taken into consideration. The approval was accredited in consultation with two other authorities involved in the procedure, the Federal Environment Agency and the Federal Agency for Agriculture and Forestry.

Lassen Sie uns bei der von Ihnen angemahnten Umsetzung von EU-Richtlinien doch einmal exemplarisch näher hinschauen auf die EU-Offshore-Verordnung. Hier sind in enger Zusammenarbeit vieler Erdölfirmen gerade in den letzten Jahren Verbesserungen im Bereich der Prävention, aber auch der Intervention gemacht worden. Diese Verbesserungen hat die breite Öffentlichkeit noch gar nicht wahrgenommen. Auch andere Richtlinien wie Fauna-Flora-Habitat oder die Wasserrahmenrichtlinie werden im täglichen Handeln der Erdölfirmen reflektiert und eingehalten.
