Η στρατηγική της ΕΕ για τα ναρκωτικά (2000–2004) αξιολογήθηκε κατά τη διάρκεια της υπό εξέταση περιόδου. Το Συμβούλιο Δικαιοσύνης και Εσωτερικών Υποθέσεων στις 25–26 Οκτωβρίου 2004 εξέτασε την έκθεση της Επιτροπής σχετικά με τα αποτελέσματα της τελικής αξιολόγησης (3). Σκοπός της έκθεσης ήταν η αξιολόγηση του βαθμού στον οποίο το σχέδιο δράσης εκπλήρωσε τους στόχους της στρατηγικής για τα ναρκωτικά, καθώς και του αντικτύπου της στρατηγικής και του σχεδίου δράσης για τα ναρκωτικά στην επικρατούσα κατάσταση στην ΕΕ. Η έκθεση αποτέλεσε επίσης συνεισφορά στον διάλογο που οδήγησε στην υιοθέτηση (4) μιας νέας στρατηγικής για τα ναρκωτικά. Στο έργο της αξιολόγησης, η Επιτροπή είχε τη συνδρομή μιας συντονιστικής επιτροπής (αποτελούμενης από μέλη της Επιτροπής, εκπροσώπους των τεσσάρων κρατών μελών που άσκησαν την προεδρία στο διάστημα 2003–04, του ΕΚΠΝΤ και της Ευρωπόλ). Σημαντικό εμπόδιο στην προσπάθεια αυτή υπήρξε η έλλειψη συγκεκριμένων και ποσοτικοποιημένων επιχειρησιακών στόχων.

Είμαστε στον πρώτο χρόνο της υλοποίησης των πλέον φιλόδοξων και περιεκτικών μεταρρυθμίσεων σε οποιοδήποτε τομέα από τότε που ισχύει στη Βοσνία και Ερζεγοβίνη η Συμφωνία Ειρήνης του Dayton. Οι μεταρρυθμίσεις αυτές έκαναν την Προεδρία της Βοσνίας και Ερζεγοβίνης τον ανώτατο διοικητή των ενόπλων δυνάμεων μας. Εγκαθιδρύουμε εκ νέου θεσμούς σε επίπεδο κράτους στον τομέα αυτό και φέρνουμε κάτω από δημοκρατικό έλεγχο όλες τις στρατιωτικές δομές. Επίσης κάνουμε μειώσεις όσον αφορά το προσωπικό, τις στρατιωτικές εγκαταστάσεις και τα αποθέματα σε όπλα και πυρομαχικά. Και θεσμοθετούμε εκ νέου κοινές πολιτικές και στρατηγικές για τη διαχείριση του συστήματος, ειδικά στον τομέα της διαχείρισης πόρων και της διοικητικής μέριμνας. Ένας άλλος σημαντικός τομέας της μεταρρύθμισης είναι αυτός της στρατιωτικής συλλογής πληροφοριών.
