Επίσης, πρέπει να προωθήσει δραστήρια τη συνεργασία μεταξύ των υπηρεσιών σε θέματα ασφαλείας και να πραγματοποιήσει αλλαγές στην αμυντική έρευνα και ανάπτυξη, δίνοντας προτεραιότητα στα συστήματα συλλογής πληροφοριών υψηλής τεχνολογίας.

It goes further suggesting the adoption of additional measures such as banning national subsidies for fossil fuels and instead money should be invested directly into renewable energy. Neil Swannick(UK/PES), Manchester City Councillor,gave his full support to this proposal noting:"If there are subsidies to be made, they must be for renewable energy - this is the right direction of travel".Additionally, the CoR's opinion takes into account growing public concern and costs associated with nuclear production and dismantlement. Subsidies should instead be used for alternative renewable forms of energy to achieve the shift towards a sustainable energy supply.
