Significantly, a simple but Concrete example was the place and the time where Debré was invited to speak, just after the inauguration of an innovative Higher Education "ECAM-Strasbourg-Europe" brand new establishment at Strasbourg's European Business Area, where Students not only from the surrounding border region Alsace, but also from all-over France, Luxembourg, Belgium, Switzeland or Germany and Switzerland, (particularly nearby Baden-Wurtemberg and Bale, which are integral parts of the "OberRhein" - "Superior Rhine" EU Tri-National Trans-Border Region, legally established on 2010 : Comp.
