Πρέπει να έχει η Ευρώπη πατέντες λογισμικού; Η συζήτηση έχει ξαναρχίσει σε πλήρη ένταση. Αφού το Ευρωπαϊκό Κοινοβούλιο απέρριψε τα διπλώματα ευρεσιτεχνίας στο λογισμικό το το 2005, τα πράγματα ηρέμησαν για λίγο. Τώρα το Ευρωπαϊκό Κοινοβούλιο πρόκειται να αποφασίσει αν θα ορίσει ένα μοναδικό δίπλωμα ευρεσιτεχνίας, γνωστό ως «ενιαία πατέντα». Αυτή είναι μια ευκαιρία να ξεφορτωθούμε τις πατέντες λογισμικού. Αλλά αν δεν κατορθώσουμε να επιτύχουμε μια πραγματική αλλαγή στην τρέχουσα πρόταση, οι πατέντες λογισμικού θα κατοχυρωθούν περισσότερο στην Ευρώπη. In my view, then, the Commission's proposals do not go far enough in ensuring the competitiveness of all forms of agriculture in all regions. In terms of the sustainability of European agriculture, I would say that the Commission should have been more creative, with a view to triggering a real change in the production model.

Tout d’abord, je souhaite réaffirmer la nécessité d’une régulation publique des marchés agricoles qui serait complémentaire à d’autres dispositifs. Je propose l’abaissement des seuils de dégressivité dès 100.000 € avec un plafond de 200.000 €. Je propose des mesures de verdissement qui tiennent compte des réalités agricoles et environnementales locales, élaborées en concertation avec les agriculteurs dans le cadre de contrats de territoires. Mon projet d’avis propose l’extension des soutiens en faveur de toutes les nouvelles installations, le maintien du couplage des aides, en particuliers dans les zones fragiles. Il me semble également prioritaire de maintenir le budget de la PAC au moins à son niveau actuel et d’assurer une nouvelle gouvernance de la PAC, au plus proche des réalités locales, avec une forte implication des régions.
