" सूचना के अधिकार" आन्दोलन का शैशवकाल १९९० के मजदूर किसान शक्ति संगठन (एम्केसेस) का आन्दोलन था, जिसने व्यवस्था में व्याप्त भ्रष्टाचार के विरुद्ध अपनी आवाज मुखरित की थी. यह आन्दोलन भारत के सबसे बड़े राज्यों में से एक राजस्थान के दूर-दराज के इलाकों में शुरू किया गया था और शुरुआत के पीछे निहित था उद्येश्य न्यूनतम मजदूरी प्रदान करने की प्रक्रिया में पारदर्शिता का समावेश. इस आन्दोलन की भावना का ही प्रताप था कि उसने पूरे देश भर के नागरिको और प्रशासन को उत्साहित किया कि अपने अपने कार्य क्षेत्रो में इस भावना का संचार करे. एम्केसेस द्वारा की गयी वकालत की परिणति थी एनसीपीआराई, जिसने राष्ट्रीय स्टार पर सूचना के अधिकार के क्रियान्वयन का प्रयास १९९६ से शुरू कर दिया. अंततोगत्वा १९९६ में तत्कालीन शहरी विकार मंत्री श्री राम जेठमलानी ने एक प्रशासनिक अध्यादेश जारी किया जिसके फलस्वरूप नागरिकों को यह अधिकार प्राप्त हो गया कि वो मंत्रालयों के फाईलों का निरीक्षण कर सके और उन निर्णयों की छाया प्रतिलीपियाँ प्राप्त कर सके. दुर्भाग्यवश तत्कालीन कैबिनेट सचिव ने इस प्रयास को अपनी मंजूरी देने से इनकार कर दिया, और इस इंकार के बाद सूचन के अधिकार सम्बंधित आन्दोलन पूरे देश में मुखरित रूप से प्रसारित हो गया.

हालाँकि भारत की आज़ादी को साठ साल से ज्यादा हो चुके हैं, १९९६ में भारत सर्कार द्वारा सूचना के ऊपर अपने नियंत्रण के अंकुश में ढील देने के प्रक्रिया प्रारंभ की गयी. १९९६ से पूर्व भारत का सरकारी तंत्र १९२३ के ओफिसिअल सेक्रेट एक्ट के भार के अन्दर दबा हुआ था, जिसको अँगरेज़ सरकार ने क्रियान्वित किया था . इस क़ानून की आड़ लेकर शासन तंत्र सरकारी कामकाज से सम्बंधित किसी भी प्रकार की सूचना को आम जनता को प्रदान करने के लिए इक्षुक नहीं था. सूचना के अधिकार को नागरिक के मौलिक अधिकार के रूप में मान्यता देने का प्रथम प्रयास १९९६ में किया गया था, और इस प्रयास को मूरत रूप प्रदान करनेकी शुरुआत हुई नेशनल कैम्पेन फॉर पीपुल'स राइट टू इन्फोर्मेशन द्वारा १९९६ पर पत्थर को तराश कर मूरत रूप प्राप्त करने में १० साल का सफ़र तय करना पड़ा
