The local and regional authorities play a key role in European cooperation and one of hte main goals of LAF is to increase the knowledge and understanding of the functioning and decision-making of the EU. The Local Administration Facility (LAF) program organises and finances events for representatives of local and regional authorities including both elected representatives and senior officials. The events are either in Brussels or the home country of the participants. The topic of the events is what the EU stands for at the regional and local level, both in general and in more specific areas. Should the representatives travel to Brussels, they visit EU institutions and meet with leading representatives of local and regional authorities in the EU. The LAF covers the candidate countries and potential candidates to EU accession, including Iceland.

LAF stendur fyrir Local Administration Facility. Sveitastjórnarstigið gegnir lykilhlutverki í samstarfi Evrópuþjóða og eitt aðal markmið LAF er að auka þekkingu og skilning fulltrúa sveitastjórnarstigsins á starfsemi og ákvarðanatöku innan ESB. LAF sér um að skipuleggja og greiða fyrir viðburði fyrir fulltrúa sveitastjórna, bæði kjörinna fulltrúa og embættismanna, sem annað hvort eru haldnir í Brussel eða í heimalandi þeirra sem viðburðina sækja. Á viðburðunum er fjallað um tengsl Evrópusambandsins við sveitastjórnarstigið, bæði almennt og á sértækari sviðum. Fari fulltrúarnir til Brussel skoða þeir stofnanir Evrópusambandsins og hitta forystufólk sveitastjórna- og svæðayfirvalda í ESB. Öll umsóknarríki og möguleg umsóknarríki ESB, þar með talið Ísland, geta nýtt sér LAF.
