It comprises Part A (mandatory Standards) and Part B (non-mandatory Guidelines). The Code can be amended through the simplified procedure set out in Article XV of the Convention. Since the Code relates to detailed implementation, amendments to it must remain within the general scope of the Articles and Regulations.

“Shipowner (船舶所有者 *)”とは、船舶の所有者又は船舶の管理人、代理人若しくは裸傭船者のようなその他団体或いは個人であって、当該船舶所有者から船舶の運航に係わる責任を引き受け、且つ、その受入に際して、この条約に従って船舶所有者に課される義務及び責任を引継ぐことに同意したものをいう。この場合において、別の団体又は個人が船舶所有者に代わって義務又は責任の一部を果たすか否かを問わない。
