HIDA JOURNAL2 HIDA人材育成事業の活用事例 受入研修制度の利用事例として中日本航空株式会社を紹介します。同社の主な事業はドクターヘリなどの航空関連事業と測量技術を用いてさまざまなサービスを提供する調査測量事業です。20年前にネパールに合弁会社を設立し、2006年度からHIDAの受入研修制度を利用して現地の人材育成を行っています。ネパール進出の経緯や、制度を利用された感想、研修の様子について取締役で調査測量事業本部副本部長の村手直明様にお話を伺いました。本　　社： 愛知県西春日井郡豊山町大字豊場字殿釜2番地設　　立： 1953年資本金： 1億2千万円従業員数： 742名事業内容： GISシステム・地図データ作成・測量・コンサルタント高度化する地図測量技術－ネパールのIT技術者と歩んだ20年－中日本航空株式会社はじめに、御社がネパールに進出された経緯を教えてください。1997年にGeoSpatial Systems Pvt., Ltd.を設立されてから、今年で20年になりますね。ネパールとのご縁は、1982年に遡ります。日本政府のODA（政府開発援助）事業で、ネパールに小水力発電所を造ることになり、その建設資材の運搬用に当社からヘリコプターを現地へ輸送し、協力したことが最初です。カトマンズは標高1300ｍくらいの高地にありますが、ヘリコプターを日本から船でインドまで運び、そこからカトマンズまで飛行してからネパール国内で資材運搬などを行いました。その後、ネパール国内で企業との交流が始まりましたが、優秀なIT技術者が多いことを知り、また、日本での業務も多忙だったため、思い切ってネパールに合弁会社を設立し、業務の一部移管を進めることにしたのです。現地に会社を設立後、初めてHIDA（当時はAOTS、以下HIDA）の受入研修制度をご利用いただいたのは2006年でした。制度をお知りになったきっかけを教えてください。実は、当社独自で研修生を何年か受け入れていたのですが、日本語の教育はうまくできませんし、技術の教え方もまだ体系的なものが十分準備できていなかったため、教える我々も教わるネパールの研修生も大変でした。そんなとき、合弁会社の現地の社長からHIDAの制度を利用してみてはどうかと提案を受けたのです。我々はHIDAのことは知らなかったのですが、現地の社長は、以前にHIDAの研修を受けたことがあり、その制度を評価していました。その後、ほぼ毎年、2名から4名程度の技術者を日本に受け入れて研修を実施されていますが、継続的に受け入れている狙いは何ですか。研修とはいえ、現地の優秀な技術者を多数、長期にわたって日本に送り出すのは現地企業としてもなかなか大変ですし、我々受け入れ側も十分な指導体制が整えられませんので、大体2名から4名くらいまでを受け入れることにしています。また、測量技術は年々進歩していますので、継続的に受け入れて技術の高度化に遅れないようにする必要があります。当初は、紙の地図や図面をデジタル化する作業で「デジタイザー」や地図編集入力ソフトの扱い等を研修しました。その後、航空写真撮影用のデジタルカメラが普及して地図自体がデジタルで作成されるようになり、航空写真画像データから直接的に地図データを取得（図化）する研修や、最近では航空レーザ測量といってレーザで地形形状を計測した三次元標高データの編集作業の研修など、その時々で必要な技術を学んでもらい、当社から発注する測量・編集作業の技術力を高めてもらいたいと思っています。実地研修の様子中日本航空株式会社調査測量事業本部ビル
