基礎が地震時に受ける被害の大きさに影響する要因としては、建設の時に準拠した道路橋示方書がいつのものか、基礎が建設されている地盤条件・基礎に用いられている材料はどのようなものか、道路橋基礎の形式は何か等、様々なものがあると考えられます。本研究では、過去に行われた実験結果や被災事例を分析するとともに、必要に応じて計算を実施し、道路橋基礎が地震により受ける被害の程度を5段階のレベルに分類しました。そして、それぞれの道路橋基礎がどのレベルに該当するのかを、複雑な計算や検討を行うことなく、上記に示したようないくつかの要因(適用道路橋示方書、地盤材料、基礎形式等) に基づいて簡便に予測する方法を示すことができました。

日本では、平成20年に策定された第二次循環型社会形成推進基本計画に基づき、循環型社会の形成が進められています。この中で示された「地域循環圏」の構想は、平成24年4月に閣議決定された第四次環境基本計画の中でも確認され、「循環型社会の形成のみならず、地域コミュニティの再生や地域経済の活性化にもつなげるため、地域の実情に根ざし、地域で自発的に行われる循環型社会の形成を目指す」ことが中期目標に掲げられるなど、地域レベルでの循環型社会形成が重要性を増しているといえます。一方で、それを長期的な視点で実現していくための仕組み（法制度）については、国レベルでは各種リサイクル法案が中心的な役割を果たす一方で、地域レベルでは必ずしも整理されていません。このため、地域レベルで循環型社会の形成を推進するための、適切な諸計画の体系と策定方法を明らかにする研究を進めています。
