Vale dizer que, em todo momento mas muito mais em épocas de crises, as empresas deveriam se esforçar para encarar suas dificuldades não acudindo como primeira resposta a cortar empregos; ao mesmo tempo, aquelas empresas líderes de cadeias produtivas deveriam também considerar o impacto de suas decisões sobre o nível de ocupação do resto de sua cadeia de valor. Não deve surpreender a ninguém que, em geral, cada empresa individual procurará evadir sua cota-parte de responsabilidade dentro do esforço coletivo de encarar a crise. Esta atitude poderia ser entendida, ainda que não ser aceita, se o esforço que realizasse uma empresa contrastasse com a evasão de responsabilidades que muitas outras praticaram. Daí resulta imprescindível a intervenção do setor público por meio de novas políticas, medidas regulatórias e um efetivo controle sobre o cumprimento de modo a impedir que alguns possam descarregar sobre os outros sua parte de contribuição para o esforço coletivo.
