Având în vedere că aceste autorităţi se află în avangarda furnizării de servicii publice şi a comunicării cu cetăţenii, CoR consideră că ele pot contribui la responsabilizarea şi educarea acestora. Avizul mai observă şi că, la rândul lor, autorităţile locale şi regionale au un statut de consumatori cu o putere de cumpărare considerabilă, aşa încât orice politică a UE trebuie să ia în considerare şi acest fapt, prevăzând măsuri care să le protejeze interesele.
