El problema del agua no le interesa mucho al Gobierno de Cataluña: no es un elemento importante de la política del país, como sí lo es la energía, el transporte o las infraestructuras. Debemos identificar el agua como fuente de vida. Si realmente apreciáramos el agua, los políticos invertirían dinero en él. En Cataluña, solo harían falta unos cuantos millones de euros. ¿Cuál es el problema? Que cuando no hay sequía, el agua deja de ser un tema preferente para la política y la opinión pública.

En gran parte de estos países (España entre ellos) ha disminuido el índice de natalidad, la población envejece por el aumento de la longevidad y la edad media de la población activa está ahora en cifras muy elevadas. En el caso de España podríamos cuantificar el déficit entre 1,5 y 3 millones de personas.
