With the intention of generating synergies between people from different disciplines, contexts and (de) formations, we propose a new type of residence that will be self-built by its members, with their own dynamics. It is not a space for the production of material works (in the traditional sense of the term), but for writing, research, working with video, sound, etc.

It is by no means certain that this is enough to fulfil Ireland’s obligations under 1977 Protocol I. Despite efforts by individuals within the legal service, the Department of Defence and the military authorities could do much more to encourage interest in and respect for the principles involved. This is also the situation among the armed forces of other countries, and amounts to a serious lacuna in efforts to ensure dissemination of humanitarian law. The Canadian report concluded that training in the law of armed conflict is of critical importance to effective peacekeeping: it cannot continue to be provided for in an ad hoc manner . In this regard the office of the Judge Advocate General of the Canadian Forces was likewise said to be of critical importance, and the report recommended that this office should be the focus for such training. The equivalent office in the Irish Defence Forces is that of the Deputy Judge Advocate General. It too must receive sufficient resources, particularly personnel resources, both to carry out a large amount of writing, research, preparation and training of its own personnel and to ensure the delivery of effective training. All defence establishments should consider the use of selected trained operators to conduct training at unit an d sub-unit level. It is neither practical nor desirable for legal officers or their equivalent to oversee or conduct all training in this field. The emphasis should be on integrating it into the operational context and training appropriate operational military personnel of every branch to deliver much of the relevant instruction in international humanitarian law.

No es en modo alguno seguro que esto baste para satisfacer las obligaciones de Irlanda en virtud del Protocolo I de 1977. Pese a los esfuerzos individuales al interior del servicio jurídico, el Departamento de Defensa y las autoridades militares podrían hacer mucho más para fomentar el interés y el respeto por los principios en cuestión. Es asimismo la situación en las fuerzas armadas de otros países, y constituye una grave laguna en los esfuerzos para garantizar la difusión del derecho humanitario. En el informe canadiense se concluye que la formación en el derecho de la guerra es de importancia capital para un mantenimiento eficaz de la paz: no puede seguir impartiéndose de manera ad hoc. A este respecto, se afirma asimismo en el informe que la oficina del Auditor General de Guerra de las Fuerzas Armadas canadienses es de importancia crítica, y se recomienda que ésta deber ser el punto focal de tal formación. La oficina equivalente en las Fuerzas de Defensa irlandesas es la del Auditor General de Guerra Adjunto. Por otra parte, debe también asignarse a esta oficina recursos suficientes, en particular en personal, a fin de encargarse de la ingente cantidad de material escrito, investigación, preparación y formación de su propio personal y de garantizar que la formación impartida sea eficaz. Todos los establecimientos de defensa deben considerar que para realizar la formación en los niveles de unidades y subunidades debe emplearse personal seleccionado y bien formado. No es práctico ni deseable que la totalidad de la formación en este ámbito la impartan o la supervisen los asesores jurídicos o su equivalente. El énfasis debe ponerse en integrarla en el contexto operacional y en instruir al personal militar operacional apropiado de cada rama para que imparta una buena parte de la instrucción pertinente en derecho internacional humanitario.
