NATO 1949 yılında kurulduğunda bir Genel Sekreteri yoktu. Kore Savaşı’nın başlayınca, Müttefikler, İttifak çapında askeri entegrasyonu arttırmak amacıyla bir Avrupa Müttefik Yüksek Komutanı (SACEUR) pozisyonu yarattılar.
