Article 284 of the TFEU provides for the President of the ECB to attend the meetings of the EU Council (typically the Council of Economics and Finance Ministers of the EU Member States – ECOFIN) whenever matters relating to the objectives and tasks of the ESCB are discussed. The ECOFIN Council is the key forum for the coordination of Member States’ economic policies. In addition to its formal monthly meetings, the ECOFIN Council also meets on an informal basis every six months in an enlarged composition, including the Governors of the national central banks of the ESCB. The President and Vice-President of the ECB also attend these meetings, which offer an opportunity for frank and open discussion.

The Convention discussed at length, the possibility of establishing a permanent President of the European Council to replace the existing system of rotating Presidencies (a new Presidency every six months). Some members of the Convention were in favour of this because they felt that the current system would no longer be feasible in an enlarged Union of 25 Member States, where each Member State would hold the presidency only once every twelve and a half years. Other members feared, on the other hand, that appointing a permanent President would create a new institution that was too strong and too visible and would jeopardise the institutional balance between the Commission, the Council and Parliament.

During its first year of operation, the Permanent Mission of Finland to the United Nations was located within the premises of the Consulate General of Finland because renovation of its new offices had not yet been completed. Finally, in the beginning of 1957 the Mission was able to move into its own space, and the number of personnel grew to nine. The Mission staff only benefited from the new premises for a year before they moved again to an office at 200 East 42nd Street, for which a 15-year lease was signed. The ambassador’s residence at 29 Hereford Road in Bronxville was leased for five years on August 1, 1959. Its first resident was Ambassador Ralph Enckell who had been posted in New York as the Permanent Representative on January 10, 1959. After living in hotels for six months, he must have been happy to move to a real house.
