The Finnish government emphasizes the role of the UN as the leading humanitarian actor, and aims to build an efficient and coordinated international humanitarian aid system. In the context of the Horn of Africa, this means that most of the Finnish government’s humanitarian assistance is directed through UN organisations, and is linked to the UN-coordinated Consolidated Appeals Process (CAP). Most of Finland’s assistance is channeled through the UN Refugee Agency (UNCHR), the World Food Programme (WFP), Food and Agriculture Organisation (FAO), as well as through World Health Organisation (WHO). Finland also contributes to the UNDP and UN OCHA jointly-managed Somalia Common Humanitarian Fund, through which the UN agencies and the NGO’s are allocated funds for their activities in Somalia. In order to ensure operational flexibility, support to the UN organisations is generally not ear-marked, and organisations are allowed to determine where the most urgent needs are. Part of Finland’s humanitarian funding for the countries in the Horn of Africa is also channeled directly through the implementing NGO’s. In 2012, the countries falling under the responsibility of the Embassy of Finland in Nairobi, received overall around 12 million euro as humanitarian assistance. In addition, the Finnish government contributes to the general operational costs of several humanitarian UN agencies, including OCHA and UNHCR.

Internal displacement is one of the most demanding challenges today. It leads to increased poverty, human suffering and inequality, especially in the African continent. The Convention for the Protection and Assistance of Internally Displaced Persons in Africa, the so-called Kampala Convention, was adopted in October 2009. It is the first legally binding regional instrument in the world to contain the obligation to protect and assist internally displaced persons. The Convention is based on the fundamental principle that the primary responsibility to provide protection and assistance to internally displaced persons (IDPs) belongs to the states. As a result of persistent efforts, 14 countries have ratified the Convention so far.
