The Union's Council of Ministers has been undivided. Its Presidency has rotated every six months from one Member State to another which has guaranteed a certain coordination - whereas the ensuing lack of long-term perspective has been subject to criticism. As regards the Council of Ministers, we are ready to discuss reforms that will guarantee equal rotation of Member States within the Council of Ministers. We are readyto consider different versions of team Presidencies but, at the same time, we emphasise that the functioning of the Council of Ministers must remain undivided. The long-term perspective of the Council of Ministers must be improved which can be achieved by doubling the duration of the current six-month programmes and by increasing the use of qualified majority decision-making as a main rule. In this connection, the Convention's proposal does not fulfil Finland's objectives in every respect. We are ready to boost the dynamism of the Council of Ministers to a greater extent than proposed by the Convention.
