The other SNB standing facility is the liquidity-shortage financing facility, which is available to SNB counterparties for bridging unexpected liquidity bottlenecks. This facility can be used until the next bank working day (overnight) through special-rate repo transactions. The special rate is based on the SARON (Swiss Average Rate Overnight) plus an interest premium and is announced daily through the electronic market information services. The prerequisites for concluding special-rate repo transactions are the granting of a limit by the SNB and the provision of collateral eligible for SNB repos. Such cover must amount to at least 110 percent of the limit at all times. The limit determines the maximum amount of liquidity that a counterparty may obtain. The limit is drawn down in the form of an overnight repo transaction. The securities are held by the counterparty in a ’Custody Cover Account SNB’ at SIX SIS Ltd.

The interest rate for liquidity provided through this facility is 0.50 percentage points above the call money rate. The reference rate is the SARON (Swiss Average Rate Overnight) 12.00 noon fixing of the current bank working day. Since the beginning of 2006, the only way of accessing the liquidity-shortage financing facility has been via special-rate repo transactions. The precondition for concluding special-rate repo transactions is that the counterparty has access to Eurex Zurich Ltd and that it has been granted a limit by the SNB which is covered by collateral eligible for SNB repos. The limit determines the maximum amount of liquidity that a counterparty may obtain. Claims on the limit occur by means of an overnight repo transaction. The securities are held by the counterparty in a Custody Cover Account «SNB» at SIX SIS Ltd.

Prévost showed endless devotion to his patients and had an enterprising spirit uncommon among French-speaking physicians at that time. In 1919, realizing that large hospitals were unsuited to the needs of patients suffering from neuroses (nervous conditions increasingly frequent from the time of World War I), Prévost decided to set up a private clinic in the quiet Montreal suburb of Cartierville, near the Rivière des Prairies. This clinic became known as the Sanatorium Prévost. He bought a three-storey house from Raoul-Ovide Grothé, an important Montreal businessman, in 1919 and renovated it at his own expense in order to accommodate ten patients. With the acquisition in 1921 of a dwelling nearby, the property of contractor Félix-Avila Grothé, Prévost could house 23 patients in his sanatorium. Although electrotherapy equipment was installed that year, in keeping with the French theories of the time he used psychotherapy to treat his patients. In this respect the Sanatorium Prévost differed markedly from similar institutions such as the Sanatorium de Trois-Rivières, which had been founded in 1896 by Dr Charles-Numa De Blois, where the primary emphasis was on the use of physical procedures (electrotherapy, hydrotherapy, X-rays, and so forth) to treat depression, drug addiction, and minor psychoses. Under the direction of Charlotte Tassé, the superintendent, and Dr Edgar Langlois, Prévost’s first disciple and colleague, this private institution would outlast its founder. After World War II it would become an important teaching centre in the fields of neurology and psychiatry.

With regard to expansion: the regular term PRA facility has been the "workhorse" of the Bank's liquidity program since the onset of the crisis. It was reintroduced in September 2008, following a pause, starting in June, that followed improvements in funding conditions. The term of PRAs was increased from one month to both one and three months, and the frequency of term PRA operations was increased to weekly (from biweekly in the spring). In addition, we substantially increased the size of this term financing from $4 billion in the spring of 2008 to about $35 billion currently. The value outstanding peaked at $37 billion in December 2008. And we expanded the list of eligible counterparties to include not only primary dealers, but also all participants in the LVTS. Finally, we expanded the list of eligible securities for the term PRAs to include bank-sponsored ABCP and certain U.S. Treasury securities, consistent with the expansion of SLF collateral mentioned earlier.
