A DFA is an analytical framework often employed to quantify the physical benefits (especially human health benefits) of reducing exposure to harmful pollutants in the environment, and the economic value of those physical benefits. The DFA method is consistent with the underlying scientific principles of risk assessment and economics. The approach uses available natural science and economics information to quantify how changes in environmental conditions affect the welfare of society. The results of DFA analyses have helped to evaluate pollution initiatives with significant industry and social compliance costs. The estimates of the quantified benefits, both in physical and monetary terms, can assist policy makers, the regulated industry, and the public better compare the advantages (benefits) and disadvantages (costs) of additional environmental control.
