We have looked at the cost of this line. We've compared it to building a brand new line in Australia. We've met with engineering companies from Finland, and they have done work on high-speed rail in Europe at the 300 kilometre per hour level. Their reports say how much they were spending per kilometre in Europe, and we're still in the ballpark. We have never seen an instance when we are not in the ballpark. These big numbers get out there, and you just can't get them back down to where they really are. All of us are comfortable with these numbers.

The President of the EPO took the matter up under Art. 112(1)(b) EPC 1973 (unchanged). In G 1/90 (OJ 1991, 275) the Enlarged Board of Appeal stated that the revocation of a patent under Art. 102(4) and (5) EPC 1973 (now R. 82(3), second sentence and (2) EPC) required a decision. It drew a comparison between the various procedural stages (grant, opposition and revocation, in connection with the future Community patent) and concluded that the wording of the regulations clearly indicated in each case whether a decision or a communication had to be issued concerning the loss of rights under R. 69(1) EPC 1973 (now R. 112(1) EPC). The Enlarged Board also considered the issue of legal certainty and, in the light of the "travaux préparatoires" relating to R. 69 EPC 1973, discussed the question of when a loss of rights noted in accordance with that provision became non-appealable. It found that the procedure of pronouncing revocation by way of a decision led neither to legal uncertainty nor to misunderstandings. Whereas, in the grant procedure, there was a clear basis for the deemed withdrawal of an application, no such possibility existed with oppositions because the patent proprietor was unable to abandon his granted patent by making a declaration to the EPO. The Enlarged Board confirmed that it was up to the legislator to decide when to issue a communication pursuant to R. 69(1) EPC 1973, which is followed on request by a decision (R. 69(2) EPC 1973), and when a decision was not preceded by such a communication. If the EPC had laid down different provisions for grant and opposition, that did not constitute an inherent contradiction.

We use the categories provided for the 2006 Census (i.e. 18-24 and 25-29 ). When we regroup the previous data according to these new categories, we find that the general differences between groups hold for each variable. Accordingly, the percentages presented are not sensitive to the different categorizations.

Traditional Ecological Knowledge (TEK) consists of the collective knowledge, experience, and values of subsistence communities, while Western science relies on hypothesis testing to obtain information on natural processes. Both approaches provide important ecological information, but few studies have directly compared the two. We compared information on movements and aggregation of beluga whales obtained from TEK interview records (n=3253) and satellite telemetry records of 30 whales tagged in eastern Hudson Bay, Canada, using geographic information system (GIS) approaches that allowed common formatting of the data sets. Estuarine centres of aggregation in the summer were evident in both data sets. The intensive use of offshore areas seen in the telemetry data, where 76 % of the locations were more than 15 km from mainland Quebec, was not evident in the TEK data, where only 17 % of the records indicated offshore locations. Morisita's index of similarity indicated that TEK and telemetry data distributions varied with season, with the highest similarity in winter (0.74). Location and movement data from the telemetry study were limited by small sample size and short tag deployment times, while TEK data were biased by spatial coverage and coastal travel habits. Although the two data sets can provide complementary information, both suffer from weaknesses that need to be acknowledged when these data are adapted for use in resource management.©2009 The Arctic Institute of North America
