We are incurring real costs. About three years ago we created the Department of Homeland Security. The border people from APHIS that had been at the border and in pre-clearance in the airports went to the Department of Homeland Security. Prior to that, APHIS's plan was to double the number of personnel, at the pre-clearance positions, for example, with the idea that they could help expedite this process, so they would have sufficient staff so there wouldn't be delays in terms of inspection and so forth. It's really to cover those costs of personnel and so forth.

The Government this year has strengthened and concentrated the Canadian engagement in Afghanistan in three crucial ways. First, we are focused on achieving results by 2011, when Canada’s military presence in Kandahar is to end. Second, we are focusing our civilian and military efforts in Kandahar, where Canadian soldiers, diplomats, development specialists, police, corrections officials and others can work jointly for greater effect. (The number of Canadian civilians posted in Kandahar rose by 20 in the quarter, to 51; another 23 were in Kabul.) And third, we have reshaped our engagement in a coherent set of six policy priorities—the mission framework described in our first quarterly report, and addressed in detail below.

An important innovation in the process of engagement came in the fall of 2001 when the JCC agreed to increase the communication capacity "on the ground" by hiring 12 part-time Regional Communications Officers, using money from the AJT and other sources which was likely to lapse. These officers were hired, supervised and coordinated by the VSIS, but located in voluntary organization in the provinces. Their main roles were to support the Joint Tables, Working Groups and VSIS in their outreach efforts and communicate widely about the work of the VSI.82 The majority view seems to be that these officers were very effective and should have been in place much earlier. It is a good example of how the VSI was able to be adaptive as it learned by doing and used creative ways to use money about to be lapsed. Perhaps the involvement of regional consultation officers at an earlier stage might have avoided duplication in the consultation process and have facilitated broader communication strategies.

To mark the 50th anniversary of the Laurentian Forestry Centre (LFC) of the Canadian Forest Service of Natural Resources Canada, I am very proud to present you with this collection of personal accounts by the seven Directors General that preceded my mandate as Director General of the LFC. This collection is in fact a reprint of the historical publication produced at the time of the 25th anniversary of the LFC, to which we have added remarks by the two Directors General who have worked here since then. The original texts are reproduced in full to show our faithfulness to the history that was shared with us 25 years ago. You will find acronyms, technical terms and expressions that were used at the time, as well as information on the very first activities of the federal government in the area of forestry in Quebec. It also includes little known historical facts, which allow us to understand and better appreciate what the LFC represented in Quebec and in Canada. Reading this document will allow you to become familiar with the personal accounts of the Directors General. Some of them preferred to recount the important events that took place during their mandates, while others chose to tell anecdotes and to share their impressions concerning certain professional situations. I hope that this publication will become part of the legacy left to you by the LFC and that it will make you proud to belong to or to have been associated with this establishment, which has such a rich history and promising future.
