When the program began in 1998, we were running at about a 90% failure rate, where there were exceptions caused by missing information or incorrect information. Fortunately, at that time the inflow of applications was fairly low. We made some substantial modifications to our processing in 2001, which then allowed us to get the necessary information and avoid hold-ups for minor issues. We're running at about 10% for the last two years; 10% of the applications require some sort of follow-up, for various reasons.

Our study relies on post-election surveys conducted by Elections Canada in 2004, 2006, 2008 and 2011. The surveys used random samples of adults in the Canadian population, with an oversample of Aboriginals.3 The total number of respondents was 2,822, 3,013, 3,348 and 3,570, respectively. Of these, 660, 637, 520 and 528 were Aboriginal people. All four surveys saw a mix of on-reserve and off-reserve respondents; on average, First Nations people living on reserves accounted for 41% of Aboriginal interviewees. Aboriginal respondents are well distributed across age groups and gender. Likewise, First Nations, Métis and Inuit respondents from all parts of Canada are included in the sample. One limitation, however, is that the sample includes a comparatively smaller number of Métis and Inuit respondents. We thus limit our analysis to Aboriginal respondents generally, while noting that future research should explore these different groups in more detail.4

The evaluation also underlines that, for the first 6 months of the protocol, the utilisation rate of fishing opportunities was rather low, both in terms of the use of licences and catches. This is explained by the original technical conditions of the protocol (i.e. fishing areas and fees). The current protocol is considered as being only partially effective in that it has allowed the exploitation of less than 50% of the opportunities for annual catches during the first 11 months of its implementation. However, “after two joint committees which reviewed these conditions, without compromising sustainability principles, the attractiveness of the protocol increased.” For example, the EU shrimp vessels, which had not applied for licences since January 2013, finally asked for 13 licences for the months of November and December 2013.

The company’s collieries continued to expand, becoming one of the largest operations in western Canada, but they remained subject to the vagaries of a peripheral economy. What made the Galt enterprise a success was the relatively large land grants earned for constructing the railways. Totalling over one million acres, these holdings were most suitable for grazing purposes. Since ranch lands were comparatively low in value, in 1893 Galt formed the Alberta Irrigation Company, which proposed to purchase the lands from AR&C, build irrigation canals, and offer the holdings for sale as more profitable agricultural lands. “In our case,” Galt later explained, “we had to spend large sums of money to give our land value.” In 1896, after years of intense lobbying by Galt and his assistant (and future brother-in-law) Charles Alexander Magrath*, as well as by William Pearce, the northwest’s senior federal civil servant, the government permitted the company to receive its land in a solid block. With Clifford Sifton, the minister of the interior, signalling government support for the scheme, Galt in 1898 concluded a deal with the Church of Jesus Christ of Latter-day Saints in Utah, by which the Mormons would provide canal-construction crews for a payment to be made half in land and half in cash [see Charles Ora Card*]. Begun that year, the 115-mile canal system was completed in 1900.
