Who was the man who was to change anesthesia education in Canada? He grew up in Barbados in an Anglican family with ancestry linked to an indentured servant from England. Greek and Latin, taught at the Lodge School, embellish many of his articles. It is not clear why he chose anesthesia. He entered McGill Medical School in 1907, and remained in Montreal for the rest of his career. He had started surgical training with Edward A. Archibald, the "Father of Thoracic Surgery," when Dr F. Willard Nagle solicited his help to give anaesthetics. Despite writing on "The teaching of anesthesia to medical students" and "What constitutes an efficient anesthesia service for a hospital," he disagreed with salaried appointments and refused the position of Chief Anesthesia at the Royal Victoria Hospital.

With respect to the Commission’s recommendation that the RCMP clarify the roles of the investigative and reviewing parties to ensure that both the criminal and conduct aspects of an investigation are adequately addressed, the Commissioner indicated that this was done through its External Investigation or Review Policy, introduced in 2010. I also note that there is a directive with respect to the requirement to advise senior officials of all serious incidents from a potential Code of Conduct perspective. However, it appears that there may still be a gap between what would be a criminal investigation and a Code of Conduct investigation. The Commissioner should ensure that the RCMP’s policies and directives provide clear guidelines with respect to the review of all conduct following a serious incident, and particularly with respect to conduct to be measured against policy and training that may not meet the threshold for a Code of Conduct investigation but, nonetheless, should be reviewed.

Reginald Birchall, after two years of private tutoring, spent six years in public schools, during which time he found delight in “whatsoever was against the rules and whatsoever was redolent of lawlessness and disorder.” In the early spring of 1885 he entered Lincoln College at Oxford. Birchall had inherited £4,000 in 1878 from his father’s estate to be held in trust until his 25th birthday. Nevertheless, he proceeded to live like a young aristocrat and through licentious activity, highlighted by his founding of the hedonistic Black and Tan Club at Oxford, fell heavily into debt. By 1888 he was forced to sell his future inheritance, at the discounted value of £3,000, to appease creditors and left Oxford without obtaining a degree. Birchall invested £500 in a farm at Woodstock, Ont., and eloped with the daughter of David Stevenson, master of transportation of the London and Northwestern Railroad. In November 1888 they set sail for Canada.

In this case, the redress of grievance filed by Captain Poulin does not appear to list Mr. Rioux, Director General Public Affairs, as either a subject or witness, and the issues complained about and source of the potential for a conflict of interest is not clear. The grievance submitted by Captain Poulin was against the Deputy Provost Marshal Professional Standards, Lieutenant-Colonel Cloutier and then CFPM Brigadier-General Patricia Samson in relation to the administrative decision of Lieutenant-Colonel Cloutier to dismiss Captain Poulin's military police complaints.

In my opinion, in the circumstances of the case at bar, the Quebec courts were correct in considering that the only remedy was against the president, who misappropriated the money, and those who by their fault contributed to the conversion, that is, the manager of the bank and the bank which took the cheques for the personal account of Desjardins and obtained payment of them for him. Moreover, I believe that Deschênes J.A. was correct in holding the bank and its manager to be prohibited from relying on a defence which would reflect back on them. Thus, assuming that respondent could have claimed the amount of the cheques from the municipality which was the drawer, it is clear that the latter would have had a remedy against appellants, as Deschênes J.A. observed:

The bike ride was quite an experience for me. I was part of a team that took turns riding and completed 1,000 kilometres by bicycle. It was like a Tour de France, but in Quebec and by relay. Pierre Lavoie rode the 1,000 kilometres ahead of us. We rode fast, sometimes too fast for me, but fortunately, there were some guardian angels to give us the boost we needed when we were going uphill or heading into the wind.

Jesus of Nazareth was a man of the people. He was straightforward, upright and devoted to God in all things. In all His words and teachings, He praised His heavenly Father. Jesus of Nazareth taught us the application of the Ten Commandments of God and His Sermon on the Mount in all facets of life. What He taught, He also lived. Jesus of Nazareth gave us people an understanding of the Kingdom of God. He taught peace, the love for God and neighbor and prayer in the quiet chamber. The Free Spirit was active in Jesus of Nazareth, the Spirit that He also wanted to give us an understanding of. He was against churches of stone, against priests, Pharisees and scribes. He was against dogmas and rites, against church regulations and all things compulsory, against eternal damnation, against external pomp and personal wealth. Jesus of Nazareth was a pacifist. He was against violence, against weapons, against war, against fratricide and, as we know through the prophetic word, also against the murder of animals. Because Jesus was against any kind of ties and violence, He was branded a sectarian by the Pharisees, scribes and priests. In accordance with His life and works, Original Christianity and the Original Christian stream developed, to which we Original Christians also belong.

Other reformers took a very different approach. Fred Dixon, a labour member of the Manitoba Legislature, opposed the war and organized an Anti-Conscription League. Returned soldiers broke up the meetings and assaulted Dixon. When Free Press reporter Vernon Thomas congratulated Dixon on his courage in opposing the war, he lost his job with the newspaper. Francis Beynon and Lillian Thomas, two of the leader figures in the battle for suffrage in Manitoba, broke with McClung and opposed the wartime election laws, saying that all Canadian citizens should have the vote. Beynon concluded that the reform movement’s demands were too modest. Wars, she felt, arose from the underlying social and political pressures of a capitalist economy. As her views became more radical she found that she no longer could continue writing for the Grain Growers’ Guide. Finally, one of the leading figures of the social gospel in Manitoba, J.S. Woodworth, saw his job as the director of the Bureau of Social Welfare disappear when he opposed conscription. Like Beynon, Woodsworth concluded that the prevention of war would require radical changes in the way societies were ordered. This conclusion led him to resign from the ministry and eventually enter politics. Richard Rigg, a leading figure in the Winnipeg labour movement and a member of the provincial legislature was another strong opponent of conscription. Like others in the labour movement, he pointed out that workers were being asked to sacrifice their lives in the war, while wealthy Canadians were actually able to make a profit on the war by purchasing government bonds. However, anti-war labour leaders were not able to rally workers to support them in their opposition to war.

Saudi Arabia raised concerns about the delivery mechanisms and how to ensure fair and equitable distribution of the funds (especially with bilateral flows) and how to ensure direct access. There was need for accountability in climate financing for a structured and systematic mechanism for monitoring public flows of funds from developed countries.
