In 1995, the Board reconsidered the question as a policy issue and consulted with interested parties. By then, some new evidence had emerged. As shown in Figure 7, an analysis of patent dedication revealed that from 1969 to 1987, there were only two cases of patent dedication involving medicines, but from 1988 to mid-1995, there were 447. Previously, pharmaceutical patents had only represented 1% of all patent dedications, but now they accounted for 93%. There was further evidence that this change had resulted from attempts to avoid the PMPRB's jurisdiction. Of the 12 cases of alleged excessive pricing that resulted in Voluntary Compliance Undertakings from 1993 to 1995, patentees had dedicated their patents in six cases to avoid the risk that the Board would order a price reduction.

4. For the most part, all actions taken by CF members in dealing with the three Detainees were compliant with the direction in place. There were four instances of non-compliance - none of which impacted the physical handling of detainees. The first instance was a result of the extant TSO not aligning with CF doctrine on who could conduct TQ. The second was associated with the failure to pass the complete information about how the three Detainees were captured to the operational and strategic levels, resulting in a lack of situational awareness that impacted the ability of the organisation to fully explain the injuries experienced by Detainee 3. In the third instance, the perceived pressure to transfer the Detainees quickly to the Afghan authorities resulted in the processing by the MP not being fully completed on Detainee 3. In the fourth instance, again involving the MP, the paper work called for in the TSO was not passed to the ANP on the part of the MP conducting the transfer. These instances of non-compliance, while carrying consequences with respect to situational awareness and information passage, did not impact the treatment of the three Detainees. In all cases, the CF has since taken action to rectify the situation that led to the non-compliant actions.

The procedural agreement of 25 February 2002 was discussed at the DSB meeting of 8 March 2002. In that meeting, the European Communities stated that the procedural agreement under consideration was a result of two factors. First, during the implementation period, which had ended on 28 February 2002, Argentina had taken major steps towards meeting its international obligations. Second, the exceptional seriousness of the economic crisis facing Argentina had prompted the European Communities to make this gesture towards the Member with whom it had close ties. The European Communities requested the DSB to take note of such agreement.

The liver plays an important role in cholesterol biosynthesis and overall homeostasis. HMG-CoA reductase catalyzes the rate-limiting step in cholesterol biosynthesis. Hepatic HMG-CoA reductase is a major target for lowering cholesterol levels in patients with hypercholesterolemia. The aim of the present study was to examine the effect of berberine, a plant-derived alkaloid, on hepatic cholesterol biosynthesis in hyperhomocysteinemic rats and to identify the underlying mechanism. Hyperhomocysteinemia was induced in Sprague-Dawley rats by feeding a high-methionine diet for 4 wk. HMG-CoA reductase activity was markedly elevated in the liver of hyperhomocysteinemic rats, which was accompanied by hepatic lipid accumulation. Activation of HMG-CoA reductase was caused by an increase in its gene expression and a reduction in its phophorylation (an inactive form of the enzyme). Treatment of hyperhomocysteinemic rats with berberine for 5 days inhibited HMG-CoA reductase activity and reduced hepatic cholesterol content. Such an inhibitory effect was mediated by increased phosphorylation of HMG-CoA reductase. Berberine treatment also improved liver function. These results suggest that berberine regulates hepatic cholesterol biosynthesis via increased phosphorylation of HMG-CoA reductase. Berberine may be therapeutically useful for the management of cholesterol homeostasis.

We examined the impacts of a severe, regional drought (2001–2002) on trembling aspen (Populus tremuloides Michx.) forests in the western Canadian interior. A total of 150 plots were established in 25 study areas as part of a regional-scale study (CIPHA). Aspen health and mortality were assessed annually during 2000–2005, and changes in stem biomass were estimated using tree-ring analysis and plot-based measurements. Net mean increment in living biomass for all plots was 2.2 t·ha–1·year–1 during 2000–2002 but subsequently decreased to near zero. This collapse was driven by a more than two-fold increase in stem mortality and a 30% decrease in regional stem growth during and following the drought. The analysis showed that spatial variation in aspen productivity and biomass across the region was positively related to multiyear mean values of a climate moisture index and mineral soil silt content but was negatively related to levels of insect defoliation and wood-boring insects. In contrast, mortality and dieback was best correlated with minimum annual climate moisture index, which provided a measure of short-term drought severity. The results support previous studies showing that aspen forests are moisture limited in this region, which poses concerns for the future under a changing climate.

Combating poverty and social exclusion: A new momentum in the European Union? (2000) was the first book produced by EAPN. It examined the move to develop specific national policies to tackle poverty and social exclusion in some EU Member States. This book addressed the question of how these emerging national policies related to proposed Community action in this field under the new article 137 of the Treaty of Amsterdam. Making a decisive impact on poverty and social exclusion? (2002) was EAPN’s second book, and was a progress report on the European Strategy on social inclusion. This EU inclusion strategy emerged from the Lisbon Council of 2000 and many of the features of this strategy were in line with the proposals contained in the first EAPN book.
