In 1973 an eminent CCJA panel presented a brief on the Parole System in Canada to the Standing Senate Committee on Legal and Constitutional Affairs. In it they provided a number of recommendations that can be considered to have been timeless. A period of supervised release after imprisonment was considered crucial to protect the public.

Selon le « Budget des dépenses de 2005-2006 – Rapport sur les plans et priorités » d’AINC13 , à la rubrique « Résultats attendus et extrants », un des produits à livrer est « [l’]amélioration du programme Aliments-poste de sorte qu’il soit plus efficace et sélectif et qu’il encourage, par le fait même, la consommation d’aliments nutritifs périssables dans les collectivités isolées du Nord », et AINC prévoit procéder à « [l]a tenue de consultations publiques sur l’avenir de Churchill comme point d’entrée des aliments [...], en réponse au Rapport de la vérificatrice générale, publié en décembre 2002, dans lequel il était recommandé de mener une étude sur les points d’entrée. » À la rubrique « Indicateurs », le Rapport indique ce qui suit : « L’annonce d’une décision à long terme concernant le financement du programme Aliments-poste en se fondant sur les résultats des projets-pilotes menés actuellement dans trois collectivités isolées. » Le Tribunal fait également observer que le Guide du client de Postes Canada énonce ce qui suit : « [...] Pour obtenir de l’information sur Aliments-poste, écrivez à l’adresse suivante : PROGRAMME ALIMENTS-POSTE, AFFAIRES INDIENNES ET DU NORD CANADA [...] »14 .

38. The Program is a recognized DIAND program from both a funding and a management perspective within government. In the DIAND “2005-06 Estimates—Report on Plans and Priorities,13 under the heading “Expected Results and Outputs”, one of DIAND’s deliverables is an “[e]ffective, appropriately focused Food Mail Program that increases the consumption of nutritious perishable food in isolated northern communities”, and DIAND planned to carry out “[p]ublic consultation on the future of Churchill as the entry point for Food Mail service . . . as part of the review of Food Mail entry points recommended by the Auditor General in December 2002.” Under the heading “Indicators”, the Report indicates: “Sustainable long-term decision on Food Mail Program funding based on evidence from the Food Mail pilot projects under way in three isolated communities.” The Tribunal also notes that Canada Post’s Program Customer Guide states the following: “. . . For information regarding the Food Mail Program, please contact: FOOD MAIL PROGRAM, INDIAN AND NORTHERN AFFAIRS CANADA . . . .”14
