Environmentally smart nitrogen (ESN) is a polymer-coated form of N that provides controlled-release, allowing higher seed-placed safe rates of urea fertilizer. The influence of coating integrity on the rate of N release in field conditions is unknown. Field studies were conducted from 2008 to 2011 near Lethbridge, AB, Canada, to determine the impact of handling methods on the polymer coating of ESN when seed-placed with canola (Brassica napus L.), wheat (Triticum aestivum L.), or triticale (X Triticosecale Wittmack). Abrasion levels were created through laboratory simulation (0-80% N release after 7d in 23°C water, calibrated in increments of 10%; Exp. 1), or from handling by collecting ESN from exit points on nine implements, which was subjected to two methods of loading and unloading at the retail point and farm (9 × 2 × 2 factorial; Exp. 2). Nitrogen release data was related to plant responses in the field by seed placing the ESN at rates of 45 kg N ha-1 with canola and 90 kg N ha-1 for cereals. At the highest N release treatment in Exp. 1, winter cereal and canola stands were reduced by ~30% and spring cereals by 18%. Grain yield was unaffected in winter wheat but reduced in canola and spring cereals by 20 and 10%, respectively. In Exp. 2, abrasion from transferring ESN in equipment containing scaly deposits or seeders configured with header-manifold systems operating at high fan speeds corresponded to higher N release treatments, which reduced winter wheat and canola stands. Crop injury and grain yield, however, was usually mitigated through proper equipment maintenance and settings.

The Federal Department of Foreign Affairs (FDFA) welcomes the recent developments in Myanmar. The release of a large number of political prisoners within the scope of an amnesty declared by the country’s leaders is confirmation of the fact that, since the new government came into power, it has been pursuing groundbreaking efforts in the direction of democracy and protection of human rights. The amnesty follows the release of political prisoners during the past few months. Together with the recently negotiated ceasefire agreements with major groups of ethnic minorities, the release of political prisoners forms an important basis for democratic reform in Myanmar, which has suffered under a military dictatorship for several decades. Switzerland is willing to actively support the sustainability of this democratic process and to adapt its existing cooperation with Myanmar to the improving conditions.

This document reviews the status of the snow crab stocks of the estuary and northern Gulf of St. Lawrence from 1995 to 1998. It contains all biological and management data on snow crab that was used to produce the annual stock status reports for snow crab in this territory for the above period. The years 1995 to 1998 were an important period in the evolution of snow crab stocks in the estuary and northern Gulf. Research carried out in the 1990s revealed that recruitment of these stocks varies over an intrinsic cycle of approximately eight years during which 3 year-classes of low abundance (recruitment low) follow 5 year-classes of moderate to high abundance (recruitment wave). Thus, a recruitment low composed of the 1985 to 1987 year-classes entered the fishery of 1995 to 1997 and was followed by the first year-class (1988) of the 1998-2002 recruitment wave. The fluctuations in recruitment, and thus in the commercial biomass of available crab, had significant repercussions on the fishery, specifically a decline in catches and yields. The impact of the recruitment low followed by an initial year of the next recruitment wave was not felt uniformly throughout the territory. The effects of the recruitment low of 1995 to 1997 (decline in yields, stabilization or decrease in size and aging of commercial crab) and the beginning of the recruitment wave in 1998 (stabilization or increase in yields and size of commercial crab and end of aging) were more apparent in the western part of the territory (Area 17 and west of Area 16) than in the eastern part (east of Area 16 and Areas 15 to 13). The fishery was gradually adjusted during this period and catches declined by 23% throughout the territory until 1997, before picking up again in 1998 in the western sectors of the territory. However, given the significant fishing effort and the lack of data, the status of snow crab populations in sectors further east appears to be more critical and is of particular concern to us. Further research and ongoing cooperation between the fishing communities of these sectors and DFO will be required in order to obtain the data needed to gain a clearer understanding of the present and future condition of these stocks.

During the Tribunal’s XLIX session, the presiding judges were the Tribunal’s President, José Da Costa e Silva (Brazil), and judges Rosa Montalvo Cabrera (Peru) and Lionel Alain Dupuis (Canada). In Judgment No. 140 the Tribunal decided Complaint No.275, Haran vs. Secretary General. The Tribunal held a public hearing in accordance with its Rules of Procedure and there took statements from the complainant and the witnesses. It also heard the closing arguments of the attorneys for the parties. At the end of the hearing, and in exercise of his authorities under the Tribunal’s Statute, the President summoned the parties for a private meeting to try to reach a settlement. Subsequently, during the course of the session, Marta Laura Haran and her attorney came to the offices of the Tribunal Secretariat and presented the original of a “memorandum of understanding” signed by both parties and their attorneys, wherein the complainant asks that her complaint be withdrawn immediately. The Tribunal considered all the background information in the case and decided to endorse the settlement presented. It agreed to the complainant’s request that the complaint she filed against the Secretary General be withdrawn. The Secretariat sent each party and the members of the Tribunal a copy of the decisions taken during this session.
