The EU considers the forthcoming parliamentary elections, to be held on 3 July, as a critical opportunity for the people of Albania which should not be missed. The political class, primarily the leaders of the political parties, must live up to the people’s expectations and show its readiness to meet OSCE commitments and other international standards for democratic elections at every stage of the ongoing electoral process. It is essential for the political parties to respect both the letter and spirit of the electoral code and the code of conduct. We firmly believe that a free and fair conduct of these elections, including in areas where minorities live and where elections have been particularly problematic in the past (eg. Himarra), will be of fundamental importance for the democratic development of the country and its further integration into Euro-Atlantic structures.

Canada is supporting the electoral process by helping to strengthen the capacity of the Independent Electoral Commission and assisting all elements of the electoral process, from voter registration to the creation of a post-election complaints mechanism. We are also giving specific electoral support in Kandahar. Our benchmarks will help us monitor Afghan government abilities and performance in holding these elections. Example: the existing voter registry contains about 12.6 million names; our target is to have another twomillion voters added in time for the 2009 elections, and a further 500,000 for the 2010 elections.
