Le père de Peter White, un des premiers colons de Pembroke, était passé à la fabrication de bois d’œuvre après avoir fait le commerce du bois équarri. Conservateurs et membres de l’Église libre d’Écosse, les White appartenaient à l’élite locale. À l’âge de 11 ans, après des études rudimentaires, Peter fut envoyé à Bytown (Ottawa) afin de s’initier aux affaires. De retour à Pembroke pour assister son père, il se lança lui-même dans l’exploitation forestière, vers 1859, en fondant la firme A. and P. White avec son frère Andrew Thomson. L’industrie du bois leur rapportait de bons revenus et l’entreprise continua d’exister jusqu’à la mort d’Andrew en 1900. Peter White fut aussi président de la Pembroke Lumber Company, des compagnies distributrices d’électricité et d’eau de Pembroke et de la Crystal Gold Mining Company, et il appartint au conseil de l’Excelsior Life Insurance Company.

Though these gains were reduced in 1886, when the Quebec reserve was abolished, the lumbermen remained convinced of White’s worth. That he was effective is witnessed by the fact that lumbermen of both parties openly supported him in his re-election attempts. Believing that their interests were not represented in the government of Sir John A. Macdonald*, in 1888 they supported him for the vacant post of minister of the interior and to fill the bill for a cabinet member from eastern Ontario. The prime minister, however, opted for John Graham Haggart* of Perth, as postmaster general. White had to settle for the chairmanship of the standing committee on agriculture and immigration.
