Chronic diseases (cerebrovascular accidents, cancers, chronic respiratory infections, diabetes, etc.) are long-term conditions which, in general, develop slowly. Chronic diseases are one of the prime causes of mortality in the world. They are the subject of special attention by political authorities in the area of public health. The Federal Public Service Health, Food Chain Safety and Environment has succeeded in making the government acknowledge the status of “chronically ill person”, enabling people suffering from a chronic disease to benefit from better reimbursement for medical care. To this end, in May 2012, the Authorities inaugurated an Observatory of chronic diseases within the Scientific Council of the healthcare service of the NIHDI. This observatory is responsible for examining the scientific aspects connected with healthcare and the quality of the care provided. WIV-ISP takes part in this project for a number of particular diseases. For patients suffering from a neuromuscular disease in particular, an NIHDI agreement has made it possible to create six neuromuscular reference centres in Belgium. These centres have been accompanied by a set up of a national register of patients with neuromuscular diseases, the Belgian Neuromuscular Disease Registry (BNMDR). WIV-ISP administers this registry, which aims to improve the quality of care in the reference centres. In the context of the “project for reforming the area of diabetes care”, WIV-ISP also offers its expertise to the NIHDI in the assessment of the care pathways offered to people suffering from type 2 diabetes or from renal insufficiency. WIV-ISP also participates in research initiatives financed by the Federal Science Policy Office (Belspo). To this end, WIV-ISP works on a 3-year project relating to chronic renal pathologies. WIV-ISP is developing a new detection technique which should enable more precise diagnosis and more effective management of patients.

After a brief round of discussion, State Secretary Michael Ambühl stated that existing norms, particularly those relating to the prevention of genocide, protection of civilian populations and the fight against impunity, are not adequately applied. He stressed the importance of a recently adopted UN Human Rights Council Resolution that Switzerland had introduced. In this Resolution, the UN Secretary General agreed not to accept any peace agreements that would provide general amnesty for acts of genocide, crimes against humanity, war crimes or massive human rights violations.
