Is it a serious concern? To be honest, I also questioned, if it is an anachronism and it is not necessary, why do we keep it?

The Moldavian President, Vladimir Voronin, reiterrated on Saturday as part of the 6th Congress of the Communist Party from the Republic of Moldavia, the necessity of international recognition of the country’s neutrality. "Moldavia united must not only be neutral, but should also insist on the international recongnition of its status. The Communist Party does not see fit to change this status of our country in the near future, since we consider that taking part in military alliances is a dangerous anachronism, generating new separating boundaries and artificial conflicts.", declared Voronin, who is also the president of the Communist Party of the Republic of Moldavia.

In our view, "Winnipeg South Centre" is a non-descriptive anachronism. It carries over from the past when Manitoba had only five urban electoral districts: South, South Centre, North Centre, North and Saint Boniface. The geographic names were accurate descriptions of the territories included in each one. At the present time, Winnipeg South Centre includes most of the neighbourhoods that used to be within Winnipeg South; that is, the electoral district names mentioned were not even within the boundaries of Winnipeg South Centre. To confuse the situation even more, there was until quite recently no electoral district bearing the single name Winnipeg Centre.

In my view, if a particular matter is of a public nature, intended to promote public order and welfare within a public sphere of activity, then that matter is the kind of matter which fails within s.11. It falls within the section because of the kind of matter it is. This is to be distinguished from private, domestic or disciplinary matters which are regulatory, protective or corrective and which are primarily intended to maintain discipline, professional integrity and professional standards or to regulate conduct 17

ure may be put out without reason or prior notice ought itself to be re-examined. It has an anachronistic flavour in the light of collective agreements, which are pervasive in both public and private employment, and which offer broad protection against arbitrary dismissal in the case of employees who cannot claim the status of office holders. As de Smith has pointed out in his book Judicial Review of Administrative Action (3rd ed. 1973), at p. 200, “public policy does not dictate that tenure of an office held at pleasure should be terminable without allowing its occupant any right to make prior representations on his own behalf; indeed, the unreviewability of the substantive grounds for removal indicates that procedural protection may be all the more necessary”. The judgment of the House of Lords in Malloch v. Aberdeen Corporation[10], is a useful reference in this connection. In that case the statutory provision for appointment of teachers at pleasure was qualified by a restriction against dismissal without due notice and due deliberation by the School Board. Observations were there made about the holding of an office at pleasure, and I refer particularly to what Lord Wilberforce said, at p. 1295, where he commented as follows on Lord Reid’s statement in Ridge v. Baldwin, supra, that an officer holding during pleasure has no right to be heard before being dismissed:

Football and rugby players will be heroes but these will vary depending upon which teams your colleagues’ support and what part of the UK they are from. Definitions of political heroes will also vary in different parts of the UK. For example, Margaret Thatcher may have been a hero in the Home Counties surrounding London while she was unpopular in the north of England. Some people in the UK are monarchists while others feel the monarchy is an anachronism. Given the diversity of opinion in the UK it’s difficult to name national heroes. Considering the current popularity of reality television shows like Big Brother and Popstars in the UK you might even argue that ordinary people are increasingly becoming national heroes.
