Switzerland regrets the failure of the negotiations because the opportunity has been lost to place the bulk of the cluster munitions stocks in the world under international regulation. However, together with many other States involved in the negotiations, Switzerland is pleased that no agreement has been reached that would be problematical for humanitarian reasons or from the perspective of international law. With the failure of these negotiations, the Oslo Convention with its comprehensive ban remains the only international agreement on cluster munitions.

Two respondents criticized the methodology of the cost-benefit analysis. One respondent complained that the proposed regulations will raise the cost of entry into the Canadian market for foreign manufacturers. This respondent felt that the regulations could, thus, be raising a trade barrier and be legally challengeable on that basis. The same respondent indicated a belief that the cost assessment focused solely on materials, therefore underestimating the true cost of compliance with the regulations. Another respondent indicated a similar belief that many costs had not been included in the cost assessment. This latter respondent also questioned how accurately one could estimate the effect of the regulations, given that a baseline survey for the fire-risk of smokers is not yet complete.

Nightmare number one still is the threat of computer viruses. 82% stated they consider a computer virus infection to be the biggest threat. This fear is not unfounded: some 16%, equivalent to 860 of people surveyed, were affected by a virus infection last year. At 69% in second place, those surveyed consider they are in danger of data loss. Although this is deemed very important, a large part of the people interviewed are relatively relaxed about how they handle their data, and are underestimating the risk of a loss, which might turn out to be final. Some 80% of those questioned do back up their data, although only 26% do so every week or more frequently. 54% only back up their data every month or even annually, and about a fifth (19%) never does any back-ups. 11% stated that they fell victim to data loss in 2009. 104 of this group didn't use any back-up facility.
