Few, if any, municipalities recover all capital and operating costs for water and sewer services through user charges. The costs of underground pipes are often subject to the "out of sight, out of mind" adage. Some communities have already taken steps to address this issue. For example, the City of Hamilton has developed a long-term investment plan and is adopting water prices that will provide sustainable funding for water and wastewater infrastructure. This is a step in the right direction and a model for other municipalities to consider.

In general terms, this technique estimates the number of households by applying household propensities (the proportion of the population in each five-year age group who head a household) to the projected population in each age group. Housing needs are estimated by then applying the proportion within each household age group who occupy single detached housing, multiples (semi-detached and townhouses, which in Ottawa is mostly townhouses) and apartments. This will be based on the 2001 Census since results from the 2006 Census will not be available until next year.
