MPs figure prominently in how Canadians assess the House of Commons and how they perceive our democratic process. Mistrust of MPs and frustration with the operation of the House of Commons figure emerged repeatedly in forum discussions. Recurrent themes are that what MPs say and do are little understood. The public is skeptical of Members’ ability to follow through on promises. When MPs consult, they are often seen as having limited influence because of the importance of party discipline. Crossing the floor emerged as one of a number of factors intensifying mistrust in some of the forums in Western Canada.

At once Vetch advanced a larger project to Queen Anne’s court; nothing less than the conquest of New France. With unusual breadth of view, he combined the schemes of 1690 and New England’s efforts against Acadia in a sweeping paper, “Canada Survey’d,” submitted in July 1708, in which he outlined the advantages and strategy of totally defeating France in the New World. Supported by friends he had made among the Whig lords and by letters from several colonial governors, Vetch won the queen’s approval for the “Glorious Enterprise,” a commission as colonel, and the promise of the governorship of Canada after it was taken.

Beyond these controversies over measurement and meaning, there is the issue of why trust in public institutions seems to have declined. Only some brief, incomplete comments on this complex, contentious issue can be presented in the space available here. To begin, it should be noted that there has always been public disappointment with politics and public institutions. Periods of decline in the public's estimation of government have been followed by periods of recovery. In terms of the current period of relatively low levels of trust, there are multiple theories hypotheses and studies available. At the risk of over simplifying, there appear to be three "core" explanations in the vast literature. Each of these explanations can only be mentioned and described briefly it the space available here. The "decline of deference" theory suggests that increased wealth, higher levels of education and new technologies have transformed the values and skills of Canadians making them more critical of governments and more insistent on being engaged and empowered within the policy process. The "performance" theory suggests that governments have been faced with more intractable problems and issues over which they are seen to have little control, such as those arising from globalization. The perceived failure of governments to successfully confront problems, and the largely negative reporting on their performance by the media, has lead to a loss of confidence and trust. Thirdly, the "incumbents" theory holds that the behaviours of politicians, political institutions and to a lesser extent of public servants have contributed to public cynicism. Politicians who break their promises, the mindless partisan bickering which appears to dominate Parliament and the illegal and unethical actions of a tiny minority of public servants are examples of the types of behaviour which cause citizens to be suspicious of the motives of public office holders. In short, the rising tide of cynicism and fatalism about the capacity of governments to provide satisfactory outcomes has many sources both long-term and short-term. With many causes, it means that there will not be a single, easy solution to public disenchantment.
