At the same time as the real reasons behind Chiniquy’s departure were being revealed in Lower Canada and his mendacious writings were being banned, O’Regan named Lesieur-Désaulniers curé of Bourbonnais and asked for at least two more Canadian priests. He sought thereby to encircle Chiniquy and keep the people away from him. This strategy met with some success but in no way put an end to the problem. On 3 Aug. 1858 Bishop John Duggan, O’Regan’s successor, went to St Anne and formally reconfirmed the excommunication of Chiniquy. Rather than submit, Chiniquy left the Catholic Church, taking his followers from St Anne and various missions in Illinois with him.

The Council recognised that ‘regional integration as well as EPAs may entail adjustments and reforms in ACP economies and policies’ and called for EU development assistance to accompany this process. It reiterated that 50% of the increase in EC and member states ‘aid for trade’ (AfT) commitments ‘will be available for the needs prioritised by the ACP countries, including those related to EPAs’ and stressed the need to ensure that ‘all ACP regions receive a fair share of the AfT resources’. It noted however that the delivery of AfT ‘is not conditional upon signing an EPA or an interim agreement’. A specific approach for operationalising AfT commitments was also outlined in the conclusions. Emphasis was placed on ‘accompanying measures aiming at the enhancement of productive capacities and competitiveness of industry and agriculture in ACP countries’ and ‘the value of measures and programmes contributing to a better access of local products to regional markets’.

Commission I approved by consensus a resolution, for consideration in plenary, entitled " International humanitarian law: from law to action. Report on the follow-up to the International Conference for the Protection of War Victims " . After adoption by consensus by the plenary meeting, it became Resolution I of the 26th International Conference. In this resolution, the International Conference of the Red Cross and Red Crescent strongly condemned violations of international humanitarian law and called on States to respect and ensure respect for that law in all circumstances. The Conference then endorsed the Final Declaration of the 1993 C onference for the Protection of War Victims and the recommendations of the Intergovernmental Group of Experts in January 1995, and requested States to implement those recommendations. With reference to the recommendation that the Depositary State should organize periodical meetings of the representatives of States party to the Geneva Conventions to examine the general problems caused by violations of international humanitarian law, the Conference requested that the outcome of such meetings be transmitted not only to the States, but also to the International Conference of the Red Cross and Red Crescent. The Swiss government delegation had moreover made a statement in that connection during the final plenary meeting. After accepting the mandate to convene such meetings, the Swiss government emphasized that it would do so after broad consultations had been carried out, and on the basis of a consensus both on the timeliness of such meetings and on the subjects to be discussed, pointing out that only general problems relating to the application of international humanitarian law would be addressed.

Laclau articulates the difference between universalism and particularism as a tension that neither of the two sides can resolve. In this sense, he rejects pure particularism and addresses the need for a universality, but one that is radically redefined. Thus, he states that “that the universal is no more than a particular that at some moment has become dominant”10. Since Laclau’s theory of hegemony posits that society has no place within it from where one might argue its existence as a whole or grasp it as a totality, the place from where universality can be argued must remain as empty as it is contested. Universality is preserved as a dimension without any possibility of fulfilment by a particularism. It is the vacancy that facilitates politics. Thus, the universal becomes the ‘incomplete horizon’ of particular struggles, as impossible as it is facilitating. Seen from Laclau’s perspective, every particularism that aims for hegemony has to make use of this universalistic horizon for its struggles. And L’Ouverture did exactly this when he made ‘freedom and equality’ his affair. Accordingly, Laclau focuses attention on the facilitating side of universalism, the aspect by which it becomes the basis for demanding rights. Challenging the hegemonic conditions that hold the power of definition over universalism is an essential component of these struggles: what was hitherto held to be universally valid is now attacked in its particularity. This is how one should perhaps read the points of criticism in feminist and postcolonial theory referred to earlier, which discredit the very concept of ‘universalism’ precisely because of its inequality. Political theory has paid little attention, however, to the productive strand presented by the conscious adoption of a universalistic perspective on potential demonstrations of solidarity with other political struggles.
