Ebola is not the first costly disease either: According to the World Bank, from 1997-2009, six major diseases, including Ebola, SARS, Avian and H1N1 flu, caused an estimated 80 billion USD in economic losses. Another pandemic will come and the questions is: how can we be better prepared for it?

Ghana, Lesotho, Senegal and Sierra Leone all held presidential elections in 2012 that were deemed free and fair. On 25 March, Senegal’s former prime minister Macky Sall beat the incumbent president Abdoulaye Wade. On 17 November, Sierra Leone’s President Ernest Koroma was re-elected for a second and final term with 58.7% in the first round of voting, considered free and fair. His All People’s Congress (APC) party won 60% of parliamentary seats. The opposition called for a boycott of the parliamentary and local elections, but conceded defeat on 4 December. This was the country’s third general election since the end of a civil war in 2002 and was considered a turning point for the consolidation of peace. On 7 December 2012, John Mahama won Ghana’s presidential election with 50.7% in the first round. The vote was held after President John Evans Atta Mills died on 24 July and Mahama took over as interim leader. The result consolidated Ghana’s reputation as an increasingly mature democracy. Voter turnout was estimated at about 80%.

Due to the growing energy deficit in the ECOWAS (Economic Community of West African States) region, many member states such as Cape Verde, Gambia, Ghana, Senegal, Niger, Nigeria and Sierra Leone are striving to mainstream renewable energy into their national energy policies. While these efforts are laudable and appropriate, there are still substantial gaps in terms of workable tools and measures to implement these policies. For example, there are no standard instruments such as feed-in tariffs to sell electricity on the grid or power purchase agreements (PPA) adapted to renewable energy power generating plants. Promoting renewable energy and energy efficiency has been acknowledged as an important area of cooperation and regional integration by ECOWAS.

At the Pittsburgh Summit, we recognised the importance of sustained funding and targeted investments to improve long-term food security in low income countries. We welcome the launch of the Global Agriculture and Food Security Program (GAFSP), which will provide predictable financing for low income countries to improve agricultural productivity, raise rural incomes, and build sustainable agricultural systems. We are particularly pleased that the fund has approved inaugural grants totalling $224 million for Bangladesh, Rwanda, Haiti, Togo, and Sierra Leone. We also support the development of the private sector window of the GAFSP, which will increase private sector investments to support small and medium sized agri-businesses and farmers in poor countries. We welcome the support already received, and encourage additional donor contributions to both the public and private sector windows of the GAFSP.
