Lesotho’s education system is also unable to produce the skills needed by the economy. The high prevalence of HIV/AIDS at 23% of the population (15-49) in 2011 undermines productivity, worsening the already limited quality of technical skills. For example, the country’s enrolment at primary was 73.4% in 2011, which contributes to the limited availability of skills. Consequently, low productivity, the shortage of entrepreneurial, technical and managerial competence, and a mismatch between the supply and demand for skills hamper economic competitiveness and frustrate diversification efforts.
