The enhanced services and supports that will be provided through this investment will improve labour market integration, address localized labour shortages and facilitate labour market adjustment in years to come, most notably through better language training. To ensure that such programs are effective, the Government will engage the provinces and territories on the best ways to improve immigrants' settlement and integration, recognize the foreign credentials of immigrants and broaden the regional distribution of immigrants.

The capacity of the Earth to adapt to the results of ever-growing human activity is not infinite. For most of human history, these limits were effectively non-existent, since our activities were small relative to the capacity of the biosphere. Today, there is increasing concern for future generations about the implications of continuing our ways of doing things. Although solid waste in all its forms, from metals to electronics to plastics, is a growing problem in most regions, gas emissions, in particular greenhouse gases (GHGs), are the more worrisome global issue. This worry stems from the concern that GHGs accumulating in our atmosphere will eventually, through the greenhouse effect, increase the average temperature of the Earth. That increase in temperature will in turn melt the polar icecaps; raise the level of the oceans, submerging some coastal areas, and have an unpredictable impact on both short-term weather extremes and the long-term climate.

We wish to elaborate on two points relating to these functional groupings. First, we suggest that the clinic system be brought into the agency as a system reporting directly to senior management rather than simply being dispersed throughout the various areas of the existing Plan and reporting to the local Area Director. Although, as we have indicated, we favour the integration of the clinic system with the rest of the legal aid system, we do not favour its dispersal. We believe that it would be very important, particularly in the short term, to preserve the integrity of the clinic system for purposes of planning, coordination and funding. The development of an integrated approach to issues such as the development of community boards and consistency of service delivery suggest that the preservation of a separate reporting line for clinics is an appropriate approach. We do favour, however, a greater degree of interaction between clinics and the local Area Directors. We would envisage, as a possibility at least, that in the new service delivery system the Area Director or designate might sit on the local clinic's board, and conversely a clinic representative would sit on the local Area Committee.
