With approximately 200 activists coming from 81 countries, this 24th ILGA conference gathered a balanced number of participants from almost all regions of the world thanks to a scholarship scheme which allowed 120 activists from the Global South to participate. ILGA invited the regional boards of ILGA Asia, ILGA LAC (Latin America and the Caribbean), and Pan Africa ILGA, which had been elected by activists during regional conferences over the previous two years in Johannesburg, Lima and Chiang Mai. Conference organizers also made a particular effort to ensure participation of activists from the Caribbean region. This provided the opportunity for these regional groups to hold regional and inter-regional meetings, to discuss and make progress within the global ILGA structure.

The aim of the second phase of the Upper Mandraré Basin Development Project is to increase the on-farm and off-farm income of rural inhabitants of the target zone in order to improve their living conditions and help to increase food security. This project consolidates the activities of the first phase, such as the rehabilitation of irrigated rice-growing areas, the restoration of livestock production, investment in productive infrastructure and the strengthening of farmers’ organizations. The project is also making a special effort to help the most marginalized groups such as landless farmers, women and young people to benefit directly from the project’s investments and to enable communities, farmers’ organizations and locally elected officials to play a greater role in planning, decision-making and development activities.

Finally, we hope that large numbers of parents and young people are reading this little volume, and will act on it. During the life of this Commission, we went out of our way to hear from and speak to more than the parents and young people who have the self-confidence to address themselves to fancy-sounding royal commissions. We actively sought out and listened to the views of those who are uncomfortable in public and who are rarely heard by commissions like ours. It's to all of you that this volume was especially directed. Now that you've read it, we hope you'll actively pursue with boards, principals, and teachers the kind of expanded role in the learning system that we believe you're entitled to and are capable of playing. And you don't need anyone's okay to begin demanding your rights or, just as importantly, to exercise your own responsibilities.
